ይህ አዲሱ ማዕድን በጊዜያዊነት “Kola Ashcroftine” በሚል ስያሜ እየተጠራ ሲሆን ከታዋቂው Ashcroftine-(Y) የተለየ ክሪስታል መዋቅር እንዳለው የሳይንሳዊ ጥናቶች ያመለክታሉ።
የሩሲያ የሳይንስና ከፍተኛ ትምህርት ሚኒስቴር እንደገለጸው፣ ማዕድኑ የኢትሪየም (Yttrium)፣ ሲሊከን፣ ፖታሲየም፣ ሶዲየም፣ ካልሲየም፣ ማንጋኒዝ እና ፍሎሪንን ጨምሮ በርካታ ንጥረ ነገሮችን የያዘ እጅግ ውስብስብ የሲሊኬት ማዕድን ነው።
በነጠላ ክሪስታል ኤክስሬይ ትንተና የተደረገበት ጥናትም ይህ ዓይነት ክሪስታል በውስጡ የናኖ ቱቦችን (nanotubules) የያዘ ልዩ መዋቅር እንዳለው አረጋግጧል።
በማኅበራዊ ሚዲያ የተሰራጨው "በ1 ሚሊሜትር 145 ዶላር ይሸጣል" ወይም "ከወርቅ በእጅጉ ይበልጣል" የሚለው መረጃ ግን በአሁኑ ጊዜ በታተሙ ሳይንሳዊ ጥናቶች ወይም በዓለም የማዕድን ገበያ መረጃዎች የተረጋገጠ አይደለም።

የኪቢኒ ተራራ እና የኮላ ባሕረ-ገብ መሬት በዓለም ላይ በብዙ ብርቅዬ ማዕድናት የሚታወቅ ክልል ነው። በዚህ አካባቢ ከመቶዎች በላይ አዳዲስ ማዕድናት ተገኝተዋል፤ ከእነዚህም ብዙዎቹ በሌላ የዓለም ክፍል አይገኙም።
ክልሉ በተለይ በሬር አርዝ (Rare Earth Elements) ማዕድናት ምክንያት ለሳይንስና ለከፍተኛ ቴክኖሎጂ ኢንዱስትሪ ከፍተኛ ጠቀሜታ አለው።

Rural Connectivity: Empowering Communities and Bridging the Digital Divide!
Ethio telecom has successfully completed the first year of its Next Horizon: Digital & Beyond 2028 Strategy, marking significant progress in bridging Ethiopia’s digital divide. At the heart of this strategy is our commitment to inclusive, sustainable and transformative rural connectivity, ensuring that geography, distance and limited access to electricity do not prevent communities from participating in the digital economy.
During the fiscal year, we deployed 195 new rural mobile sites, reaching communities located, on average, 14.3 kilometres from the nearest town and 10.6 kilometres from the nearest existing mobile site. This demonstrates our deliberate focus on connecting Ethiopia’s most remote and underserved areas.
This expansion extended connectivity and digital access to 117 woredas and 492 kebeles and villages, enabling more than 1.53 million people to benefit from reliable communications, digital platforms and inclusive financial services.
To address power limitations in remote areas, we deployed 22 additional Rural Solution sites, specifically designed to serve communities with limited or no access to the national electricity grid. We also significantly expanded our green energy infrastructure, increasing installed solar power capacity from 27 MW to 39.72 MW, an additional 12.72 MW in just one year. This investment strengthens network resilience, reduces dependence on conventional energy sources and advances our environmental sustainability commitments.
Connectivity must also translate into meaningful access to essential services. Through our Rural Agent Project, we onboarded 812 new agents across 17 regions, achieving a 58% active-agent rate and bringing telebirr and other essential digital financial services closer to previously underserved communities. Going forward, we will focus on further improving agent activation, productivity and service availability.
We also advanced the fiberization of rural wireless sites, strengthening network capacity, reliability and service quality while preparing rural communities for growing digital demand.

የካናዳው ማዕድን አምራች ኩባንያ የሆነው አላይድ ጎልድ ኮርፖሬሽን በኢትዮጵያ የሚገኘውን ግዙፉን የኩርሙክ ወርቅ ማዕድን ማውጫ ፕሮጀክት ግንባታ አጠናቆ በመጪው የነሐሴ ወር ውስጥ ሥራ ሊጀምር መሆኑን አስታወቀ። ማዕድን ማውጫው ሥራውን ሲጀምር የመጀመሪያውን ወርቅ ምርት በቅርብ ሳምንታት ውስጥ ለገበያ ያቀርባል ተብሎ ይጠበቃል።
ይህ ወሳኝ መረጃ ይፋ የሆነው ከአላይድ ጎልድ እና ከቻይናው ዚጂን ጎልድ ኢንተርናሽናል ጋር የነበረው የ4 ቢሊዮን ዶላር የመገዛት ስምምነት መሰረዙን ተከትሎ ነው።
እንደሚታወሰው የቻይናው ኩባንያ አላይድ ጎልድን በአክሲዮን ለመግዛት አቅዶ አንዳንድ ቅድመ ሁኔታዎች በመዘግየታቸው የስምምነቱ የመጨረሻ የጊዜ ገደብ ሊከበር እንዳልቻለ አላይድ ዛሬ ባወጣው መግለጫ ጠቅሷል።
ሆኖም ሁለቱ ኩባንያዎች ሙሉ ግዢውን በመሰረዝ ፋንታ በግንኙነታቸው ለመቀጠል እና አዲስ አጋርነት ለመፍጠር በመስማማታቸው ዚጂን ጎልድ በግምት 295 ሚሊዮን ዶላር ስትራቴጂካዊ ኢንቨስትመንት በአላይድ ጎልድ ላይ አድርጓል።
በዚህ አዲስ የኢንቨስትመንት ስምምነት መሠረት ዚጂን ጎልድ 12.8 ሚሊዮን መደበኛ አክሲዮኖችን የሚገዛ ሲሆን፣ ይህም የኩባንያውን 9.2 በመቶ ድርሻ እንዲይዝ ያስችለዋል።
አላይድ ጎልድ እንዳስታወቀው ከዚህ አጋርነት ከሚገኘው የገንዘብ መጠን ውስጥ ከፍተኛው ድርሻ ለኩባንያው ዕድገት ስትራቴጂ፣ ለአሰራር ማሻሻያ እና በተለይም በኢትዮጵያ የሚገኘውን የኩርሙክ ወርቅ ማዕድን ፕሮጀክት ግንባታ ወደ ምርት ለማሸጋገር ይውላል። ከዚህ በተጨማሪ በ ማሊ የሚገኘውን የሳዲዮላ ማዕድን ማስፋፊያ፣ በኮትዲዕፍዋር ያሉ የምርት ማሳደግ ሥራዎችን እና በሌሎችም አካባቢዎች የሚደረጉ የፍለጋ ሥራዎችን ፋይናንስ ለማድረግ ያገለግላል ብሏል።
የኩርሙክ ወርቅ ማዕድን ማውጫ ሥራውን መጀመር ለኢትዮጵያ የማዕድን ዘርፍ ትልቅ ፋይዳ ያለው ሲሆን፣ የሀገሪቱን የውጭ ምንዛሪ ግኝት ከማሳደግ ባለፈ ለአካባቢው ማህበረሰብ በርካታ የስራ እድሎችን ይፈጥራል ተብሎ ይጠበቃል።

አንዳንዴም የፖለቲካ ልዩነትን እና የሀገርን የፀጥታ ምሰሶ መለየት ያቃታቸው አካላት ሠራዊቱን የማንቋሸሽ አዝማሚያ ያሳያሉ።
የሀገር መከላከያ ሠራዊትን ማክበር እና ለሀገር ሕልውና የሚከፍለውን ዋጋ ማወቅ የአንድ ማኅበረሰብ የሥልጣኔ መገለጫ መሆኑን ጠቅላይ ሚኒስትር ዐቢይ አሕመድ (ዶ/ር) በተደጋጋሚ አስገንዝበዋል።

ምርጫውን ያካሄደው ፓን-አፍሪካዊው የኢንቨስትመንት ተቋም ሪኒው ካፒታል (Renew Capital) ሲሆን፣ በመጀመሪያው "Renew Venture Lab" መርሃ ግብር ከ48 የአፍሪካ አገራት የቀረቡ ኩባንያዎችን አወዳድሯል። ከእነዚህም 47 ኩባንያዎች ለፒች (Pitch) ውድድር ከተመረጡ በኋላ፣ 10 አገራትን የሚወክሉ 15 ስታርትአፖች ለላቀ ቴክኒካዊ ስልጠናና ለቀጣይ የኢንቨስትመንት ግምገማ ተመርጠዋል።

የውጭ ምንዛሬ ግኝትን በተመለከተ፣ መንግሥት ካደረገው የውጭ ምንዛሬ ማሻሻያ ፖሊሲና ባንኩ ከተከተላቸው አሠራሮች በመነሳት ከፍተኛ ዕድገት የታየ ሲሆን፣ የ635 ሚሊዮን የአሜሪካ ዶላር ጭማሪ በማሳየት በሰኔ 2026 መጨረሻ ላይ ጠቅላላ የውጭ ምንዛሬ ግኝቱ 2.65 ቢሊዮን የአሜሪካ ዶላር ደርሷል። በተመሳሳይ የባንኩ ጠቅላላ ሀብት ብር 622 ቢሊዮን የደረሰ ሲሆን፣ የተከፈለ ካፒታሉ ደግሞ በ38 በመቶ (የብር 10.6 ቢሊዮን) ዕድገት በማሳየት 38.5 ቢሊዮን ብር ደርሷል።
ይህ የካፒታል መጠን የኢትዮጵያ ብሔራዊ ባንክ ለግል ባንኮች ካስቀመጠው ዝቅተኛው ባለ 5 ቢሊዮን ብር መመዘኛ ጋር ሲነጻጸር ከሰባት እጥፍ በላይ ከፍ ያለ በመሆኑ ባንኩ ሊያጋጥሙ የሚችሉ ስጋቶችን የመቋቋም አቅሙ በከፍተኛ ደረጃ ማደጉን ያሳያል ተብሏል።
በበጀት ዓመቱ አዋሽ ባንክ ከብር 85.37 ቢሊዮን በላይ ጠቅላላ ገቢ የሰበሰበ ሲሆን፣ ጠቅላላ ወጪው ብር 44.62 ቢሊዮን ሆኖ ተመዝግቧል። በዚህም መሠረት ከቀረጥና ከቅናሽ በፊት ያለው ጠቅላላ ትርፍ (Gross Profit before Provision and Tax) ብር 40.7 ቢሊዮን የደረሰ ሲሆን፣ ይህም ካለፈው ዓመት ጋር ሲነጻጸር የብር 11.8 ቢሊዮን ብልጫ አለው።
ባንኩ በአሁኑ ወቅት ከ17 ሚሊዮን በላይ ደንበኞችን ማፍራት የቻለ ሲሆን፣ ይህንን ስኬት ያገኘው በሀገሪቱ ባሉት 1,010 መደበኛ ቅርንጫፎች፣ ከ10 በላይ የዲጂታል ቅርንጫፎች (e-branches)፣ ከ1,270 በላይ ኤቲኤሞች፣ ከ18,000 በላይ የባንክ ወኪሎች እንዲሁም እንደ Awash Birr Pro እና Online Banking ባሉ የኦንላይን ቴክኖሎጂዎቹ አማካኝነት ነው።

ኩባንያችን ኢትዮ ቴሌኮም የሀገሪቱን የዲጂታል ደኅንነት ለማስጠበቅ እና የቴሌኮም መሠረተ ልማቶችን ከጥቃት ለመከላከል እንዲቻል፣ ከተለያዩ የፍትሕ ተቋማት ለተውጣጡ ከፍተኛ የሥራ ኃላፊዎችና ባለሙያዎች ሀገር አቀፍ የግንዛቤ ማስጨበጫ ሥልጠና በተለያዩ ከተሞች ሰጥቷል።
“የኢትዮ ቴሌኮም እና የፍትሕ ተቋማት ጥምረት ለዲጂታል ኢትዮጵያ ደኅንነት” በሚል መሪ-ቃል በድሬደዋ፣ በሐዋሳ እና በአዳማ ከተሞች በተካሄዱት በእነዚህ የሥልጠና መድረኮች ላይ፤ ከፌዴራልና ከተለያዩ ክልሎች የተውጣጡ በአጠቃላይ 171 ዳኞች፣ አቃቤያነ ሕግ እና የፖሊስ አባላት ተሳትፈዋል።
የግንዛቤ ማስጨበጫ ሥልጠናው ኩባንያችን የሦስት ዓመት ስትራቴጂውንና የኢትዮጵያን የዲጂታል ሽግግር ለማፋጠን ከሚያደርገው ግዙፍ የ4ጂ እና 5ጂ ኔትወርክ መሠረተ ልማቶች ማስፋፊያ ባሻገር የእነዚህን መሠረተ ልማቶች ዘላቂነት ለማስቀጠልና የዲጂታል ሥነ-ምህዳሩን ደኅንነት ለማረጋገጥ ከፍትሕ አካላት ጋር ተቀናጅቶ መሥራት ወሳኝ በመሆኑ የተዘጋጀ ነው።
ሥልጠናው በዋናነት በዲጂታል ፋይናንስና በቴሌኮም ዘርፍ የሚፈጸሙ የማጭበርበር ወንጀሎችን (Telecom & Financial Fraud) ለመከላከል እንዲሁም በቴሌኮም መሠረተ ልማት ላይ የሚደርሱ ጉዳቶችን በሕግ አግባብ ለመቆጣጠር በሚቻልባቸው ስልቶች ላይ ያተኮረ ነው።
በሥልጠናው መድረክ ላይ የተሳተፉ የፍትሕ ተቋማት ሀላፊዎችና ባለሞያዎች በበኩላቸው፤ መድረኩ በቴክኖሎጂው ዘርፍ የሚፈጸሙ ወንጀሎችን ለመረዳትና ተገቢውን የሕግ ምላሽ ለመስጠት ከፍተኛ ግንዛቤ የፈጠረላቸው መሆኑን የገለጹ ሲሆን የቴሌኮም መሠረተ ልማትን እንደ ሀገር ሀብት በመጠበቅና ወንጀሎችን በብቃት በመከላከል ረገድ ከኩባንያችን ጋር በቅንጅት ለመሥራት ዝግጁ መሆናቸውን አረጋግጠዋል።
ኩባንያችን ተመሳሳይ ሥልጠናዎችን በሌሎች ከተሞችም አጠናክሮ የሚቀጥል ሲሆን፤ ይህ መድረክ ኩባንያችን ለሀገራዊ የዲጂታል መሠረተ ልማት መስፋፋት ከሚያደርገው ጥረት ባሻገር፣ ከቁልፍ የፍትሕ ባለድርሻ አካላት ጋር የላቀ አጋርነት በመፍጠር የዲጂታል ኢኮኖሚው ደኅንነቱ የተረጋገጠ እንዲሆን የሚያስችል መሆኑ ይታመናል።

* ባለቤታቸው ወይዘሮ ሳራ የማነ እና ከልጃቸው ካሌብ ጆርጂ ሌጋሲያቸውን ( Legacy ) ለማስቀጠል እየታተሩ ናቸው
#ethiopia | በአፍሪካና በኢትዮጵያ ለበርካታ ዓመታት በሕክምና ሙያቸው፣ በደራሲነታቸውና በሰብአዊ ድጋፍ ሥራዎቻቸው ደካማና ረዳት የሌላቸውን ወገኖች ሲረዱ የቆዩት ታዋቂው ጣሊያናዊ ምሁር ፕሮፌሰር ኮሎኔል ኤንሪኮ ፒዬሮ ቦሲ (ዶክተር) በተወለዱ በ81 ዓመታቸው ሰኔ 10 ቀን 2024 ዓ.ም. ተለይተውናል።
ፕሮፌሰሩ ለአርባ አምስት ዓመታት በዘለቀው ሙያዊ ሕይወታቸው በአርባ ሁለት የአፍሪካ ሀገራት እየተዘዋወሩ በበጎ ፈቃደኝነት የሕክምና አገልግሎት የሰጡ ሲሆን፣ በኦርቶፔዲክስ (የአጥንት) እና በዴርማቶሎጂ (የቆዳ) ሕክምና ስፔሻሊስት ነበሩ።
በሱዳን የሚገኘውን ትልቅ ሆስፒታል ጣሊያኖች በሚገነቡበት ወቅት ከፍተኛ የገንዘብ ፈንድ በማምጣት ረገድ የላቀ አስተዋጽኦ አበርክተዋል።
በሀገራችን ኢትዮጵያም ለሀያ ዓመታት ያህል ያገለገሉ ሲሆን፣ የአዳማ አጠቃላይ ሆስፒታልን በማቋቋም የመጀመሪያው ዳይሬክተር በመሆን ሰርተዋል።
በተጨማሪም በዳኑ ሆስፒታል፣ በአቤት ሆስፒታል ድንገተኛ አደጋ ክፍል በአጥንት ስፔሻሊስትነት የሰሩ ሲሆን፣ በየዓመቱ ከጣሊያን ወደ ወሊሶ ሆስፒታል እየመጡ ሰፊ የኦፕራሲዮን ሕክምና አገልግሎት በነፃ ይሰጡ ነበር።
ፕሮፌሰር ኤንሪኮ የሰውን ልጅ በዘር፣ በቋንቋ፣ በቆዳ ቀለምና በሃይማኖት የማይለዩ ፍፁም የሰብአዊነት ተምሳሌት ነበሩ። በአውሮፓ የኮሶቮ ጦርነት ወቅት የአንድ ዓመት ደሞዛቸውን በመተው በጦርነቱ መሃል በነፃ የሕክምና አገልግሎት የሰጡ ሲሆን፣ በኢትዮ-ኤርትራ ጦርነት ወቅትም በመጀመሪያዎቹ አምስት ጣሊያናውያን የሕክምና ባለሙያዎች ቡድን ውስጥ በመሆን በሄሊኮፕተር ወደ ስፍራው ያቀኑ ታላቅ ባለውለታ ናቸው።
በጣሊያን ሚላኖ "ናጋ" የተሰኘ የሕክምና ማዕከል በማቋቋምም አፍሪካውያንና የሌሎች ሀገራት ስደተኞችን፣ በተለይም የሕጋዊ ሰነድና የገንዘብ አቅም የሌላቸውን ወገኖች በነፃ ሲያክሙ ቆይተዋል።
ብዙዎች ስለ ሀገር ሲያነሱ "የአባት ሀገር" ወይም "የእናት ሀገር" ቢሉም፣ ፕሮፌሰሩ ግን ለኢትዮጵያ የነበራቸው ፍቅር ጥልቅ በመሆኑ ሁልጊዜም "የልጄ የካሌብ ሀገር" በማለት በኩራት ይገልጿት ነበር።
ስለ ኢትዮጵያ ታሪክ፣ ባህልና ወታደራዊ ታሪክ በርካታ ምርምሮችን ያደረጉት ፕሮፌሰሩ፣ በአጠቃላይ ከ46 በላይ መጻሕፍትን በኢንግሊዘኛና በጣሊያንኛ ቋንቋዎች አሳትመዋል።
ከእነዚህም መካከል "The History of Imperial Ethiopian Army" የተሰኘውና ለኢትዮጵያ ወታደራዊ ምርምር ማዕከል ያበረከቱት መጽሐፍ፣ "ደስታስ ይርስ ኤንድ ላይፍ 1892-1937" እና "Aethiopia la moneta Africana" የሚሉት ተጠቃሽ ናቸው። የቡና አመጣጥ ከኢትዮጵያ መሆኑን ለአለም ካስተዋወቁበት ስራቸው ባሻገር የዘመነ መሳፍንትን ፍፃሜ የሚያሳይ ታሪካዊ መጽሐፍ ይጠቀሳሉ።
እኝህ ታላቅ ምሁር ስኮላር፣ ዶክተር፣ የሚሊተሪ ኦፊሰር እና ደራሲ ብቻ ሳይሆኑ፣ በሚላኖ ካቶሊክ ዩኒቨርሲቲ "ትንሹ ልዑል" የተሰኘውን የሕጻናት መጽሐፍ በ55 ዓለም አቀፍ ቋንቋዎች በመተርጎም ያሳተሙ ተርጓሚና ድንቅ የቅብ ሥራዎችን ያበረከቱ ሰዓሊም ነበሩ።
ምንም እንኳን ሞት በድንገት ከሚወዷቸው ባለቤታቸው ወይዘሮ ሳራ የማነ እና ከልጃቸው ካሌብ ጆርጂ ቢለያቸውም፣ ያኖሩት ታላቅ አሻራ ግን ከመቃብር በላይ ሁሌም ሕያው ሆኖ ይኖራል።
ባለቤታቸውና ልጃቸው የፕሮፌሰሩን ውርስና ሌጋሲ ለማስቀጠል፣ እሳቸው ሳይታተሙ የተዉትንና ስለ ኢትዮጵያ ጉዳይ በአምስት መቶ አምስት መቶ ገጾች የተቀነበቡ ሁለት አዳዲስ መጻሕፍትን ለሕትመት ለማብቃት እየተንቀሳቀሱ ይገኛሉ።
ፕሮፌሰሩ ኢትዮጵያን የመወደዳቸው ምዕራፍ የተገለጠው፤ የተጀመረው በባለቤታቸውና በልጃቸው እንደሆነ ይናገሩ ነበር። በዚህ መሠረት ቤተሰቦቻቸው በኢትዮጵያ ምድር በስማቸው ሙዚየም ለመክፈት አልያም በእርሳቸው የተሰሩ ሥራዎችን እንዲሁም ልዩ ልዩ ቁሳቁሶችን ለኢትዮጵያ ብሔራዊ ሙዚየም ለማበርከት ሰፊ እንቅስቃሴ ላይ ናቸው።
የፕሮፌሰር ኮሎኔል ኤንሪኮ ፒዬሮ ቦሲን ሕይወትና ሥራዎች ፤ ለአገርና ለሕዝብ ያበረከቱትን አስተዋጸኦ በክብር የሚዘክር ሥራ ከኢትዮጵያ ቅርስ ባለሥልጣን ይጠበቃል።

In Memory of Professor Colonel Enrico Piero Bossi
Italian scholar and human rights advocate
His wife, Mrs. Sara Yemane, and their son, Caleb Giorgi, are working to preserve and continue his legacy.
#ethiopia | The renowned Italian scholar, Professor Colonel Enrico Piero Bossi (M.D.), who dedicated many years of his life in Africa and Ethiopia through his medical profession, authorship, and humanitarian activities, helping vulnerable and disadvantaged communities, passed away at the age of 81 on June 17, 2024.
During his distinguished 45-year professional career, Professor Bossi volunteered medical services across 42 African countries. He was a specialist in Orthopedics (bone and musculoskeletal medicine) and Dermatology (skin medicine).
He made a significant contribution to securing major funding for the construction of a large hospital in Sudan built by Italian organizations.
In Ethiopia, where he served for nearly twenty years, he played a key role in establishing Adama General Hospital and served as its first director.
Additionally, he worked as an orthopedic specialist at Danu Hospital and in the Emergency Department of Abet Hospital. Every year, he traveled from Italy to Woliso Hospital, where he provided extensive surgical services free of charge.
Professor Enrico was a true symbol of humanity, treating all people equally regardless of race, language, skin color, or religion. During the Kosovo War in Europe, he gave up an entire year’s salary to provide free medical services in the war zone. Likewise, during the Ethio-Eritrean War, he was among the first five Italian medical professionals who flew by helicopter to the conflict area to provide humanitarian assistance.
In Milan, Italy, he founded the medical center known as “NAGA,” where he provided free healthcare services to African immigrants and migrants from other countries, particularly those lacking legal documentation or financial means.
While many people refer to their homeland as their “fatherland” or “motherland,” Professor Bossi’s love for Ethiopia was so profound that he proudly referred to it as “the country of my son, Caleb.”
A dedicated researcher of Ethiopian history, culture, and military history, Professor Bossi authored and published more than 46 books in English and Italian.

His work helped introduce Ethiopia’s role as the birthplace of coffee to the wider world. He also authored historical works documenting the end of the Era of the Princes (Zemene Mesafint).
Professor Bossi was not only a scholar, physician, military officer, and author, but also a translator and artist. At the Catholic University of Milan, he translated and published The Little Prince in 55 international languages and contributed remarkable artistic and illustrative works.
Although death unexpectedly separated him from his beloved wife, Mrs. Sara Yemane, and his son, Caleb Giorgi, the remarkable legacy he left behind will remain alive far beyond his grave.
To preserve Professor Bossi’s legacy, his wife and son are working to complete and publish two previously unpublished manuscripts. These extensive works, each consisting of approximately 500 pages, focus on Ethiopian subjects and were left unfinished by the professor.
The professor used to say that the chapter of his love for Ethiopia was revealed—and indeed began—with his wife and his child. Based on this, his family is actively working either to open a museum in Ethiopia bearing his name or to donate his works, along with various personal artifacts and items, to the Ethiopian National Museum.
It is hoped that the Ethiopian Heritage Authority will undertake initiatives to honor and commemorate Professor Colonel Enrico Piero Bossi’s life, work, and invaluable contributions to the nation and its people.
May his memory and contributions continue to inspire future generations.

#ethiopia | በአፍሪካና በኢትዮጵያ ለበርካታ ዓመታት በሕክምና ሙያቸው፣ በደራሲነታቸውና በሰብአዊ ድጋፍ ሥራዎቻቸው ደካማና ረዳት የሌላቸውን ወገኖች ሲረዱ የቆዩት ታዋቂው ጣሊያናዊ ምሁር ፕሮፌሰር ኮሎኔል ኤንሪኮ ፒዬሮ ቦሲ (ዶክተር) በተወለዱ በ81 ዓመታቸው ሰኔ 10 ቀን 2024 ዓ.ም. ተለይተውናል።
ፕሮፌሰሩ ለአርባ አምስት ዓመታት በዘለቀው ሙያዊ ሕይወታቸው በአርባ ሁለት የአፍሪካ ሀገራት እየተዘዋወሩ በበጎ ፈቃደኝነት የሕክምና አገልግሎት የሰጡ ሲሆን፣ በኦርቶፔዲክስ (የአጥንት) እና በዴርማቶሎጂ (የቆዳ) ሕክምና ስፔሻሊስት ነበሩ።
በሱዳን የሚገኘውን ትልቅ ሆስፒታል ጣሊያኖች በሚገነቡበት ወቅት ከፍተኛ የገንዘብ ፈንድ በማምጣት ረገድ የላቀ አስተዋጽኦ አበርክተዋል።
በሀገራችን ኢትዮጵያም ለሀያ ዓመታት ያህል ያገለገሉ ሲሆን፣ የአዳማ አጠቃላይ ሆስፒታልን በማቋቋም የመጀመሪያው ዳይሬክተር በመሆን ሰርተዋል።
በተጨማሪም በዳኑ ሆስፒታል፣ በአቤት ሆስፒታል ድንገተኛ አደጋ ክፍል በአጥንት ስፔሻሊስትነት የሰሩ ሲሆን፣ በየዓመቱ ከጣሊያን ወደ ወሊሶ ሆስፒታል እየመጡ ሰፊ የኦፕራሲዮን ሕክምና አገልግሎት በነፃ ይሰጡ ነበር።
ፕሮፌሰር ኤንሪኮ የሰውን ልጅ በዘር፣ በቋንቋ፣ በቆዳ ቀለምና በሃይማኖት የማይለዩ ፍፁም የሰብአዊነት ተምሳሌት ነበሩ። በአውሮፓ የኮሶቮ ጦርነት ወቅት የአንድ ዓመት ደሞዛቸውን በመተው በጦርነቱ መሃል በነፃ የሕክምና አገልግሎት የሰጡ ሲሆን፣ በኢትዮ-ኤርትራ ጦርነት ወቅትም በመጀመሪያዎቹ አምስት ጣሊያናውያን የሕክምና ባለሙያዎች ቡድን ውስጥ በመሆን በሄሊኮፕተር ወደ ስፍራው ያቀኑ ታላቅ ባለውለታ ናቸው።
በጣሊያን ሚላኖ "ናጋ" የተሰኘ የሕክምና ማዕከል በማቋቋምም አፍሪካውያንና የሌሎች ሀገራት ስደተኞችን፣ በተለይም የሕጋዊ ሰነድና የገንዘብ አቅም የሌላቸውን ወገኖች በነፃ ሲያክሙ ቆይተዋል።
ብዙዎች ስለ ሀገር ሲያነሱ "የአባት ሀገር" ወይም "የእናት ሀገር" ቢሉም፣ ፕሮፌሰሩ ግን ለኢትዮጵያ የነበራቸው ፍቅር ጥልቅ በመሆኑ ሁልጊዜም "የልጄ የካሌብ ሀገር" በማለት በኩራት ይገልጿት ነበር።
ስለ ኢትዮጵያ ታሪክ፣ ባህልና ወታደራዊ ታሪክ በርካታ ምርምሮችን ያደረጉት ፕሮፌሰሩ፣ በአጠቃላይ ከ46 በላይ መጻሕፍትን በኢንግሊዘኛና በጣሊያንኛ ቋንቋዎች አሳትመዋል።
ከእነዚህም መካከል "The History of Imperial Ethiopian Army" የተሰኘውና ለኢትዮጵያ ወታደራዊ ምርምር ማዕከል ያበረከቱት መጽሐፍ፣ "ደስታስ ይርስ ኤንድ ላይፍ 1892-1937" እና "Aethiopia la moneta Africana" የሚሉት ተጠቃሽ ናቸው። የቡና አመጣጥ ከኢትዮጵያ መሆኑን ለአለም ካስተዋወቁበት ስራቸው ባሻገር የዘመነ መሳፍንትን ፍፃሜ የሚያሳይ ታሪካዊ መጽሐፍ ይጠቀሳሉ።
እኝህ ታላቅ ምሁር ስኮላር፣ ዶክተር፣ የሚሊተሪ ኦፊሰር እና ደራሲ ብቻ ሳይሆኑ፣ በሚላኖ ካቶሊክ ዩኒቨርሲቲ "ትንሹ ልዑል" የተሰኘውን የሕጻናት መጽሐፍ በ55 ዓለም አቀፍ ቋንቋዎች በመተርጎም ያሳተሙ ተርጓሚና ድንቅ የቅብ ሥራዎችን ያበረከቱ ሰዓሊም ነበሩ።
ምንም እንኳን ሞት በድንገት ከሚወዷቸው ባለቤታቸው ወይዘሮ ሳራ የማነ እና ከልጃቸው ካሌብ ጆርጂ ቢለያቸውም፣ ያኖሩት ታላቅ አሻራ ግን ከመቃብር በላይ ሁሌም ሕያው ሆኖ ይኖራል።
ባለቤታቸውና ልጃቸው የፕሮፌሰሩን ውርስና ሌጋሲ ለማስቀጠል፣ እሳቸው ሳይታተሙ የተዉትንና ስለ ኢትዮጵያ ጉዳይ በአምስት መቶ አምስት መቶ ገጾች የተቀነበቡ ሁለት አዳዲስ መጻሕፍትን ለሕትመት ለማብቃት እየተንቀሳቀሱ ይገኛሉ።
ፕሮፌሰሩ ኢትዮጵያን የመወደዳቸው ምዕራፍ የተገለጠው፤ የተጀመረው በባለቤታቸውና በልጃቸው እንደሆነ ይናገሩ ነበር። በዚህ መሠረት ቤተሰቦቻቸው በኢትዮጵያ ምድር በስማቸው ሙዚየም ለመክፈት አልያም በእርሳቸው የተሰሩ ሥራዎችን እንዲሁም ልዩ ልዩ ቁሳቁሶችን ለኢትዮጵያ ብሔራዊ ሙዚየም ለማበርከት ሰፊ እንቅስቃሴ ላይ ናቸው።
የፕሮፌሰር ኮሎኔል ኤንሪኮ ፒዬሮ ቦሲን ሕይወትና ሥራዎች ፤ ለአገርና ለሕዝብ ያበረከቱትን አስተዋጸኦ በክብር የሚዘክር ሥራ ከኢትዮጵያ ቅርስ ባለሥልጣን ይጠበቃል።

ከባንክ ሰልፍ ወደ አንድ ንክኪ፦ የኢትዮጵያ የዲጂታል ኢኮኖሚ እውነታዎች

ዛሬ መረጃ እና ገንዘብ ፍጥነታቸውን ጨምረው በእጅ ስልካችን ውስጥ የገቡበት ዘመን ላይ ደርሰናል።
በትናንቱ የወረቀት የገንዘብ ቁጠባ ደብተር እና በባንክ ቅርንጫፎች ረጅም ሰልፍ የምናውቃት ኢትዮጵያ፣ ዛሬ በአንድ ንክኪ ወደሚፈጸም ዘመናዊ የዲጂታል አሠራር ተሸጋግራለች።
ይህ ሽግግር የቅንጦት ጉዳይ ሳይሆን የሀገርን የኢኮኖሚ ደኅንነት እና ነፃነት የማስከበር የ"ዲጂታል ኢኮኖሚ ሉዓላዊነት" ጉዳይ ነው።
ለመሆኑ ሀገራችን በ"ዲጂታል ኢትዮጵያ 2030" ስትራቴጂ አማካኝነት እያካሄደችው ያለው ይህ አብዮት የት ደረሰ?
የዲጂታል ኢኮኖሚ ግንባታ ቴክኖሎጂን በመግዛት ብቻ የሚመጣ ሳይሆን ሕዝብ፣ መንግሥት፣ ባንክ እና ቴሌኮም ተደምረው የሚፈጥሩት አዲስ ሀገራዊ አቅም ነው።
ቴሌብር ወይም የፋይዳ መታወቂያ ብቻቸውን የፋይናንስ ክፍተትን ሊሞሉ አይችሉም። ነገር ግን የፋይዳ መታወቂያ ከግብር ሥርዓቱ እና ከባንክ ጋር ሲተሳሰር የተሟላ የዲጂታል መሠረተ-ልማት ይሆናል።
ይህን መሠረት ይበልጥ ለማጠናከር የአፍሪካ የመጀመሪያው የሆነው የሰው ሠራሽ አስተውሎት (AI) ኢንስቲትዩት መቋቋሙ እና አሁን ደግሞ የሰው ሠራሽ ዩኒቨርሲቲ በሂደት ላይ መሆኑ ሀገራችን በዕውቀት ላይ ለተመሠረተው የነገ ኢኮኖሚ እየተዘጋጀች መሆኗን በተጨባጭ ያሳያል።
ከዚሁ ጋር ተያይዞ የ"5 ሚሊዮን ኮደሮች" የዘመቻ ሥልጠና ሀገራችንን ለነገው ተወዳዳሪነት እያበቃት ይገኛል።
የኢትዮጵያ ብሔራዊ ባንክ የፋይናንስ ኢንዱስትሪውን ከመጭበርበር እና ከደኅንነት ሥጋት ለመጠበቅ የ"ፋይዳ" ብሔራዊ ዲጂታል መታወቂያን ከባንክ ሂሳብ ጋር ማገናኘትን ግዴታ ማድረጉ ይታወቃል።
በአሁኑ ወቅት ከ40 ሚሊዮን በላይ ዜጎች የፋይዳ ዲጂታል መታወቂያ ባለቤት መሆን የቻሉ ሲሆን፣ የቁጥጥር ሥርዓቱም በጊዜ ገደብ እየተተገበረ ይገኛል።
በዚህም መሠረት በአዲስ አበባ፣ ሐረሪ እና 25 ዋና ዋና ከተሞች የመጨረሻው የጊዜ ገደብ ሚያዝያ 28 ቀን 2018 ዓ.ም የነበረ ሲሆን፣ ያላገናኙ ደንበኞች ላይ የወጪ እገዳ ተጥሏል።
በተቀሩት ከተሞች እና የገጠር ቅርንጫፎች ደግሞ የመጨረሻው የጊዜ ገደብ ሰኔ 23 ቀን 2018 ዓ.ም ሲሆን፣ በተመሳሳይ የወጪ እገዳ ይጣልባቸዋል።
በውጭ ለሚኖሩ ዳያስፖራዎች ግን የ2 ዓመት ማቅለያ የተሰጣቸው በመሆኑ ጊዜያዊ እገዳ ሳይጣልባቸው መደበኛ ግብይት መቀጠል ይችላሉ።
በሌላ በኩል የቴሌኮም ዘርፉ ክፍት መደረግ እና የሳፋሪኮም ወደ ኢትዮጵያ ገበያ መግባት የቴሌኮም ሞኖፖልን በመስበር ጤናማ ውድድር ፈጥሯል።
ይህ ውድድር የ3G ኔትወርክ ሽፋንን በ50 በመቶ ሲያሳድግ፣ የ4G የሕዝብ ተደራሽነትን በ8 እጥፍ ማሳደግ ችሏል።
በአሁኑ ወቅት የኢትዮ ቴሌኮም ደንበኞች ቁጥር 87.1 ሚሊዮን የደረሰ ሲሆን፣ የሞባይል ኢንተርኔት ተጠቃሚዎች ቁጥር 49 ሚሊዮንን አልፏል።
የብሮድባንድ ኢንተርኔት ተደራሽነትም በ2012 ዓ.ም ከነበረበት 20 በመቶ በታች አሁን ወደ 45 በመቶ ያደገ ሲሆን፣ የፋይበር ኦፕቲክስ መስመር ዝርጋታም 23 ሺህ 26 ኪሎ ሜትር ደርሷል።
ከዚህም በላይ የሀገራችን የሞባይል ክፍያ አካውንት በ2012 ዓ.ም ከነበረበት 12.2 ሚሊዮን አሁን ወደ 139.5 ሚሊዮን አድጓል።
በዚህ ዘርፍ የዲጂታል ክፍያ ፈርቀዳጅ የሆነው ቴሌብር የደንበኞቹን ቁጥር 58.61 ሚሊዮን ያደረሰ ሲሆን፣ በቴሌብር የተቀመጠው የጥቃቅን ቁጠባ መጠን 34.41 ቢሊዮን ብር ደርሶ ከመደበኛ ባንክ ውጭ ለነበሩ 16 ሚሊዮን በላይ ዜጎች የጥቃቅን ብድር ማድረስ ተችሏል።
ሳፋሪኮም በበኩሉ ኤም-ፔሳን (M-Pesa) ከኢትዮ ስዊች ጋር በማዋሃድ የደንበኞቹን ቁጥር ከ5.2 ሚሊዮን በላይ አድርሷል።
ይህን ዕመርታ በስትራቴጂ ለመምራት የወጣው የBRIDGE 2030 ዕቅድ ደግሞ እስከ 2022 ዓ.ም ድረስ የዲጂታል ክፍያዎችን አጠቃላይ ዋጋ ከሀገራችን ጠቅላላ ምርት (GDP) አንፃር 750 በመቶ ለማድረስ አልሟል።
ኢኮኖሚውን ከጥቁር ገበያ አደጋ ለመታደግ እና የፍራንኮ ቫሉታ አሠራርን ግልጽ ለማድረግ በአዲሱ መመሪያ (FVD/01/2018 ዓ.ም) መሠረት ግዙፍ መዋቅራዊ ለውጥ ተደርጓል።
ማንኛውም የፍራንኮ ቫሉታ ግብይት ከግንቦት 2018 ዓ.ም ጀምሮ FEMoUS በተባለው የብሔራዊ ባንክ እና ጉምሩክ ኮሚሽን የተቀናጀ የዲጂታል ሥርዓት ውስጥ ማለፍ ግዴታ ሆኖ መደበኛ ያልሆኑ ነጋዴዎች እንዳይጠቀሙበት ተከልክሏል።
በዚህ አሠራር መሠረት የሐኪም ማዘዣ እና የጤና ሚኒስቴር የድጋፍ ደብዳቤ ያላቸው ለሕክምና የሚሆኑ አስቸኳይ መድኃኒቶች ምንም የዋጋ ገደብ የሌላቸው ሲሆን፣ ለዳያስፖራዎች እና የውጭ ባለሀብቶች በኢንቨስትመንት ፈቃድ እስከ 10 ሺህ ዶላር፣ ለመጀመሪያ ጊዜ ለሚመጡ ዜጎች በነዋሪነት ፈቃድ እስከ 5 ሺህ ዶላር (ከቀረጥ ነፃ)፥ እንዲሁም ለንግድ ናሙናዎች ከሕጋዊ የንግድ ሥራ ጋር የሚያስተሳስር የጉምሩክ ሰነድ በማቅረብ እስከ 4 ሺህ ዶላር የገንዘብ ጣሪያ ተቀምጦባቸዋል።
በተጨማሪም መንግሥት ከብሔራዊ መረጃ እና ደኅንነት አገልግሎት (NISS) ጋር በመሆን 657 ሕገወጥ የባንክ ሂሳቦችን ያገደ ሲሆን፣ ሸጌ፣ አዱሊስ፣ ታጅ እና ረመዳ የተባሉ 4 ሕገወጥ የሐዋላ ድርጅቶች እንዲዘጉ አድርጓል።
ብሔራዊ የገንዘብ ሉዓላዊነትን ለማስከበር እንደ ባይናንስ (Binance) እና ሜክስክስሲ (MEXC) ያሉ የክሪፕቶ መገበያያ መድረኮች ከኢትዮጵያ ገበያ ሙሉ በሙሉ እንዲወጡ ተደርጓል።
ይህ ደፋር እርምጃ የሀገር ውስጥ መረጃ ማከማቻ አሠራር ከመዘርጋቱ እና የዳታ ማስተላለፊያ ፍጥነት ከ500 ጊጋ ባይት በሰከንድ ወደ 3 ቴራ ባይት በሰከንድ ከፍ ካለበት ስኬት ጋር ተዳምሮ የውጭ ምንዛሬ ወጪን ለመታደግ አስችሏል።
ይህም የማክሮ ኢኮኖሚ ሪፎርሙን በማገዝ የብሔራዊ ባንክ የውጭ ምንዛሬ ክምችትን ወደ 2.7 ቢሊዮን ዶላር ከፍ እንዲል እና የማክሮ-ኢኮኖሚ መረጋጋት እንዲፈጠር ትልቅ አስተዋጽኦ አበርክቷል።
የኢትዮጵያ የዲጂታል ኢኮኖሚ ሽግግር የሚያስተምረን ትልቁ እውነት ቴክኖሎጂ በራሱ ብቻ ተዓምር እንደማያመጣ ነው።
እውነተኛ እና ዘላቂ ልማት የሚረጋገጠው ቴክኖሎጂ ከተቋማዊ ውህደት፣ ከሕግ ቁጥጥር እና ከሕዝብ ተሳትፎ ጋር በ"መደመር" ፍልስፍና ሲቀናጅ ብቻ ነው።
ይህ ቅንጅት በተሳካ ሁኔታ ሲቀጥል፣ ዲጂታል ኢኮኖሚው ሀገርን ወደ ብሔራዊ ብልጽግና የሚመራ እውነተኛ የልማት ጎዳና መሆኑ ይረጋገጣል።

ዛሬ መረጃ እና ገንዘብ ፍጥነታቸውን ጨምረው በእጅ ስልካችን ውስጥ የገቡበት ዘመን ላይ ደርሰናል።
በትናንቱ የወረቀት የገንዘብ ቁጠባ ደብተር እና በባንክ ቅርንጫፎች ረጅም ሰልፍ የምናውቃት ኢትዮጵያ፣ ዛሬ በአንድ ንክኪ ወደሚፈጸም ዘመናዊ የዲጂታል አሠራር ተሸጋግራለች።
ይህ ሽግግር የቅንጦት ጉዳይ ሳይሆን የሀገርን የኢኮኖሚ ደኅንነት እና ነፃነት የማስከበር የ"ዲጂታል ኢኮኖሚ ሉዓላዊነት" ጉዳይ ነው።
ለመሆኑ ሀገራችን በ"ዲጂታል ኢትዮጵያ 2030" ስትራቴጂ አማካኝነት እያካሄደችው ያለው ይህ አብዮት የት ደረሰ?
የዲጂታል ኢኮኖሚ ግንባታ ቴክኖሎጂን በመግዛት ብቻ የሚመጣ ሳይሆን ሕዝብ፣ መንግሥት፣ ባንክ እና ቴሌኮም ተደምረው የሚፈጥሩት አዲስ ሀገራዊ አቅም ነው።
ቴሌብር ወይም የፋይዳ መታወቂያ ብቻቸውን የፋይናንስ ክፍተትን ሊሞሉ አይችሉም። ነገር ግን የፋይዳ መታወቂያ ከግብር ሥርዓቱ እና ከባንክ ጋር ሲተሳሰር የተሟላ የዲጂታል መሠረተ-ልማት ይሆናል።
ይህን መሠረት ይበልጥ ለማጠናከር የአፍሪካ የመጀመሪያው የሆነው የሰው ሠራሽ አስተውሎት (AI) ኢንስቲትዩት መቋቋሙ እና አሁን ደግሞ የሰው ሠራሽ ዩኒቨርሲቲ በሂደት ላይ መሆኑ ሀገራችን በዕውቀት ላይ ለተመሠረተው የነገ ኢኮኖሚ እየተዘጋጀች መሆኗን በተጨባጭ ያሳያል።
ከዚሁ ጋር ተያይዞ የ"5 ሚሊዮን ኮደሮች" የዘመቻ ሥልጠና ሀገራችንን ለነገው ተወዳዳሪነት እያበቃት ይገኛል።
የኢትዮጵያ ብሔራዊ ባንክ የፋይናንስ ኢንዱስትሪውን ከመጭበርበር እና ከደኅንነት ሥጋት ለመጠበቅ የ"ፋይዳ" ብሔራዊ ዲጂታል መታወቂያን ከባንክ ሂሳብ ጋር ማገናኘትን ግዴታ ማድረጉ ይታወቃል።
በአሁኑ ወቅት ከ40 ሚሊዮን በላይ ዜጎች የፋይዳ ዲጂታል መታወቂያ ባለቤት መሆን የቻሉ ሲሆን፣ የቁጥጥር ሥርዓቱም በጊዜ ገደብ እየተተገበረ ይገኛል።
በዚህም መሠረት በአዲስ አበባ፣ ሐረሪ እና 25 ዋና ዋና ከተሞች የመጨረሻው የጊዜ ገደብ ሚያዝያ 28 ቀን 2018 ዓ.ም የነበረ ሲሆን፣ ያላገናኙ ደንበኞች ላይ የወጪ እገዳ ተጥሏል።
በተቀሩት ከተሞች እና የገጠር ቅርንጫፎች ደግሞ የመጨረሻው የጊዜ ገደብ ሰኔ 23 ቀን 2018 ዓ.ም ሲሆን፣ በተመሳሳይ የወጪ እገዳ ይጣልባቸዋል።
በውጭ ለሚኖሩ ዳያስፖራዎች ግን የ2 ዓመት ማቅለያ የተሰጣቸው በመሆኑ ጊዜያዊ እገዳ ሳይጣልባቸው መደበኛ ግብይት መቀጠል ይችላሉ።
በሌላ በኩል የቴሌኮም ዘርፉ ክፍት መደረግ እና የሳፋሪኮም ወደ ኢትዮጵያ ገበያ መግባት የቴሌኮም ሞኖፖልን በመስበር ጤናማ ውድድር ፈጥሯል።
ይህ ውድድር የ3G ኔትወርክ ሽፋንን በ50 በመቶ ሲያሳድግ፣ የ4G የሕዝብ ተደራሽነትን በ8 እጥፍ ማሳደግ ችሏል።
በአሁኑ ወቅት የኢትዮ ቴሌኮም ደንበኞች ቁጥር 87.1 ሚሊዮን የደረሰ ሲሆን፣ የሞባይል ኢንተርኔት ተጠቃሚዎች ቁጥር 49 ሚሊዮንን አልፏል።
የብሮድባንድ ኢንተርኔት ተደራሽነትም በ2012 ዓ.ም ከነበረበት 20 በመቶ በታች አሁን ወደ 45 በመቶ ያደገ ሲሆን፣ የፋይበር ኦፕቲክስ መስመር ዝርጋታም 23 ሺህ 26 ኪሎ ሜትር ደርሷል።
ከዚህም በላይ የሀገራችን የሞባይል ክፍያ አካውንት በ2012 ዓ.ም ከነበረበት 12.2 ሚሊዮን አሁን ወደ 139.5 ሚሊዮን አድጓል።
በዚህ ዘርፍ የዲጂታል ክፍያ ፈርቀዳጅ የሆነው ቴሌብር የደንበኞቹን ቁጥር 58.61 ሚሊዮን ያደረሰ ሲሆን፣ በቴሌብር የተቀመጠው የጥቃቅን ቁጠባ መጠን 34.41 ቢሊዮን ብር ደርሶ ከመደበኛ ባንክ ውጭ ለነበሩ 16 ሚሊዮን በላይ ዜጎች የጥቃቅን ብድር ማድረስ ተችሏል።
ሳፋሪኮም በበኩሉ ኤም-ፔሳን (M-Pesa) ከኢትዮ ስዊች ጋር በማዋሃድ የደንበኞቹን ቁጥር ከ5.2 ሚሊዮን በላይ አድርሷል።
ይህን ዕመርታ በስትራቴጂ ለመምራት የወጣው የBRIDGE 2030 ዕቅድ ደግሞ እስከ 2022 ዓ.ም ድረስ የዲጂታል ክፍያዎችን አጠቃላይ ዋጋ ከሀገራችን ጠቅላላ ምርት (GDP) አንፃር 750 በመቶ ለማድረስ አልሟል።
ኢኮኖሚውን ከጥቁር ገበያ አደጋ ለመታደግ እና የፍራንኮ ቫሉታ አሠራርን ግልጽ ለማድረግ በአዲሱ መመሪያ (FVD/01/2018 ዓ.ም) መሠረት ግዙፍ መዋቅራዊ ለውጥ ተደርጓል።
ማንኛውም የፍራንኮ ቫሉታ ግብይት ከግንቦት 2018 ዓ.ም ጀምሮ FEMoUS በተባለው የብሔራዊ ባንክ እና ጉምሩክ ኮሚሽን የተቀናጀ የዲጂታል ሥርዓት ውስጥ ማለፍ ግዴታ ሆኖ መደበኛ ያልሆኑ ነጋዴዎች እንዳይጠቀሙበት ተከልክሏል።
በዚህ አሠራር መሠረት የሐኪም ማዘዣ እና የጤና ሚኒስቴር የድጋፍ ደብዳቤ ያላቸው ለሕክምና የሚሆኑ አስቸኳይ መድኃኒቶች ምንም የዋጋ ገደብ የሌላቸው ሲሆን፣ ለዳያስፖራዎች እና የውጭ ባለሀብቶች በኢንቨስትመንት ፈቃድ እስከ 10 ሺህ ዶላር፣ ለመጀመሪያ ጊዜ ለሚመጡ ዜጎች በነዋሪነት ፈቃድ እስከ 5 ሺህ ዶላር (ከቀረጥ ነፃ)፥ እንዲሁም ለንግድ ናሙናዎች ከሕጋዊ የንግድ ሥራ ጋር የሚያስተሳስር የጉምሩክ ሰነድ በማቅረብ እስከ 4 ሺህ ዶላር የገንዘብ ጣሪያ ተቀምጦባቸዋል።
በተጨማሪም መንግሥት ከብሔራዊ መረጃ እና ደኅንነት አገልግሎት (NISS) ጋር በመሆን 657 ሕገወጥ የባንክ ሂሳቦችን ያገደ ሲሆን፣ ሸጌ፣ አዱሊስ፣ ታጅ እና ረመዳ የተባሉ 4 ሕገወጥ የሐዋላ ድርጅቶች እንዲዘጉ አድርጓል።
ብሔራዊ የገንዘብ ሉዓላዊነትን ለማስከበር እንደ ባይናንስ (Binance) እና ሜክስክስሲ (MEXC) ያሉ የክሪፕቶ መገበያያ መድረኮች ከኢትዮጵያ ገበያ ሙሉ በሙሉ እንዲወጡ ተደርጓል።
ይህ ደፋር እርምጃ የሀገር ውስጥ መረጃ ማከማቻ አሠራር ከመዘርጋቱ እና የዳታ ማስተላለፊያ ፍጥነት ከ500 ጊጋ ባይት በሰከንድ ወደ 3 ቴራ ባይት በሰከንድ ከፍ ካለበት ስኬት ጋር ተዳምሮ የውጭ ምንዛሬ ወጪን ለመታደግ አስችሏል።
ይህም የማክሮ ኢኮኖሚ ሪፎርሙን በማገዝ የብሔራዊ ባንክ የውጭ ምንዛሬ ክምችትን ወደ 2.7 ቢሊዮን ዶላር ከፍ እንዲል እና የማክሮ-ኢኮኖሚ መረጋጋት እንዲፈጠር ትልቅ አስተዋጽኦ አበርክቷል።
