● ከግል ተቋማት የተመረቁ አመልካቾች የትምህርት ማስረጃቸው ትክክለኛነት ከትምህርትና ስልጠና ባለሥልጣን ማረጋገጫ ማቅረብ የሚችሉ፣

በኢትዮጵያ የ12ኛ ክፍል ማጠናቀቂያ ፈተና ታሪክ
ከጠቅላላ 600 / 20.67 ብቻ በማስመዝገብ  እጅግ አነጋጋሪ የሆነ ዝቅተኛ ውጤት ያስመዘገበው የ22 አመቱ ተፈታኝ

በዘንድሮው 2018 ዓ/ም በአገር አቀፍ ደረጃ ይፋ የተደረገውን የ12ኛ ክፍል ማጠናቀቂያ ፈተና ውጤት ተከትሎ፣ በማኅበራዊ ሚዲያ ገጾች ላይ ሰፊ አጀንዳ የሆነና በርካታ ተከታታዮችን ያስገረመ የውጤት ዝርዝር ይፋ ሆኗል።

በማኅበራዊ ሚዲያ የመረጃ ገጾች (ጉርሻ ፔጅን ጨምሮ) ከተሰራጩት የውጤት ሰነዶች ማረጋገጥ እንደተቻለው፣ በሶሻል ሳይንስ (Social Science) ዘርፍ ፈተናውን የወሰደው የ22 ዓመት ወንድ ተፈታኝ፣ ከጠቅላላ 600 ነጥብ 20.67 ብቻ በማስመዝገብ በአማካይ 3.45% አስመዝግቧል።

ይህም በኢትዮጵያ የትምህርት ታሪክ ውስጥ በታችኛ ደረጃ ከተመዘገቡት ውጤቶች መካከል እጅግ አነስተኛው እና ያልተለመደው ተብሎ ተጠቅሷል።

ለሕዝብ ይፋ የተደረገው የተፈታኙ የትምህርት ዓይነቶች ውጤት ዝርዝር የሚከተለውን ይመስላል፦

1ኛ. እንግሊዝኛ (English): 8.00

2ኛ. የተፈጥሮ ዝንባሌ ፈተና (Scholastic Aptitude Test): 5.00

3ኛ. ታሪክ (History): 4.00

4ኛ. ጂኦግራፊ (Geography): 2.00

5ኛ. ሒሳብ (Mathematics): 1.67

6ኛ. ኢኮኖሚክስ (Economics): 0.00

የተፈታኙ ግላዊ መብትና  ለማክበር ስሙ ያልተጠቀሰው ይህ ተማሪ ያስመዘገበው እጅግ ዝቅተኛ ውጤት፣ በማኅበራዊ ሚዲያ ተጠቃሚዎችና በትምህርት ባለሙያዎች ዘንድ ሰፊ መነጋገሪያ ሆኗል። ብዙዎች እራሱን ወደ ሚዲያ እንዲወጣ እየጠየቁ ይገኛሉ ።

ይህ አገራዊ የዲጂታል ዳሽቦርድ ይፋ የተደረገው የጤና፣ ልማት እና ፀረ-ወባ ማህበር (HDAMA) ከኢትዮጵያ ምግብ እና መድኃኒት ባለሥልጣን (EFDA) ጋር በመተባበር ባዘጋጁት ልዩ የመክፈቻ መርሃ-ግብር ላይ ነው፡፡

የዳሽቦርዱ በይፋ መከፈት በኢትዮጵያ የትምባሆ ቁጥጥር ፖሊሲዎችን፣ ስትራቴጂዎችን እና ሕጋዊ ውሳኔዎችን ሙሉ በሙሉ በምርምርና በፅኑ መረጃ (Data-driven decision making) ላይ የተመሰረቱ ለማድረግ ትልቅ አቅም እንደሚፈጥር ተገልጿል።

#ethiopia | "ከፍተኛ ግብር የሰበሰቡ ተሸለሙ" የሚል ዜና በስፋት እየተዘገበ ነው። ከፍተኛ ግብር ሰበሰቡ ማለት ምን ማለት ነው ?! አንጻሩስ ምንድን ነው ? በጀት ነው ? ኮታ ነው? ወይስ የትም ፍጪው ዲቄቱን አምጭው ነው ? ከበጀት በላይ ማትረፍ እንጂ ከበጀት በላይ ግብር መሰብሰብስ እንዴት ይቻላል? ይህ አዲስ ግኝት ነው?

በደሞዝ ተቀጥሮ የሚሰራ ሰራተኛ "ውጤታማ ሲሆን" ጉርሻ ( Bonus) ከመስጠትና ደሞዙን ከማሳደግ አልፎ ለተቋሙ አገልግሎት የሚውል ቢሆንም በየዓመቱ ተሽከርካሪ መለወጥ የትኛው መንግስታዊ አሰራርና ደንብ እንደሚፈቅድ የውጭ ኦዲተር መጠየቅ የሚገባው ጉዳይ ይመስለኛል ?

ወደ ዋነኛ ጉዳዬ ልመለስ ።

እርግጥ ነው። ነጋዴ ንብረቱን ላለማጣትና ድርጅቱን ላለመዝጋት ሲል ጥሪቱንና አቅሙን አሟጦ እስኪጨርስና ቤቱ እስኪከረቸም ድረስ ከበጀትም ከኮታም በላይ እጥፍ ድርብ ግብር በማስከፈል ከበጀት በላይ ገንዘብ መሰብሰብ ይቻላል። ተችሏልም። ጥያቄው ግን እስከመቼ የሚለው ነው ?!

በዚህ መንገድ የመንግስት ገቢ አንድ ሺ ፐርሰንት ሊያድግና ሊመነደግ ይችላል። በኮታና በነሲብ ግብር የመሰብሰብ ዘመቻ በሂደት የነጋዴውን ገቢ እያዳከመና ትርፉን እያቀጨጨ ከመሄድ ውጭ ጤናማ የንግድ፣ የግብይይትና የግብር ስርዓት ሊፈጥር አይችልም። ንግድ ፈቃዱን በሰልፍ የሚመልሰውና ድብብቆሽ የሚጫወተው ነጋዴም ለዚህ ክስተት ሕያው ምስክር ነው። ለምን ቢባል ንግድ ለጽድቅ የሚሰራ ስራ አይደለም።

ለማንም ግልጽ እንደሚሆነው በጤናማ መንገድና በሕግ አግባብ የሚነግድ፣ የሚሰራና የሚያመርት ሰው (ካልከሰረ በስተቀር) ማትረፍ ብቻ ሳይሆን ከትርፉ ጥሪት በመቋጠርና አቅሙን በማጎልበት ንግዱን በማስፋፋት፣ የስራ እድል መፍጠርና ወደ ሚቀጥለው ከፍተኛ የኢኮኖሚ መደብ ( Economic Class) መሸጋገር መቻል አለበት።

ጤናማ የኢኮኖሚ እድገትና ሽግግር፣ የንግድና የግብር ስርዓት መስተጋብር ማለት ይህው ብቻ ነው። ነጋዴውን አሟጦ በማስገበር ማቀጨጭና በሂደት ከገበያ እንዲወጣ ማድረግ የልማት፣ የእድገትና የምርታማነት እንቅፋት ከመሆን ባሻገር ሕገ ወጥነትና የጓሮ በር ድርድር እንዲስፋፋ በር መክፈት ብቻ ነው። በገሃዱ ዓለምም እየሆነ ያለውም ይህው ነው።

ጤናማ የግብር ስርዓት ንግድና ነጋዴው እንዲያብቡ አመቺ ሁኔታን በመፍጠር አምራቹን፣ ባለኢንዱስትሪውን፣ ቸርቻሪውን አከፋፋዩንና አስመጭውን በቁጥርም በአቅምም እንዲጎለብቱ በማገዝ ከሚፈጠረው ሰፊ የንግድ አቅምና ከሚሳለጠው የምርትና የግብይይት ስርዓት ከእያንዳንዱ ነጋዴ ላይ ተመጣጣኝ ግብር በመሰብሰብ በቅንጅት እንደ ሀገር ማደግ ይቻላል።

ይህ እውን መሆን የሚቻለው ነጋዴው በቂ ትርፍ አትርፎና ጥሪት ቋጥሮ የማምረት አቅሙን በማጎለብት ፣ ፋብሪካውንና ኢንዱስትሪውን በማሳድግ፣ የስራ እድልና አቅርቦትን በማስፋፋት እምቅ ሃይሉንና አቅሙን መጠቀም የማይገድበው፣ በተለይ ከገቢው ጋር የሚመጣጠን ግብር መገበር ሲችል ብቻ ነው።

በጥቅሉ በነሲብ፣ በጅምላና በኮታ የሚጣል ግብር የነጋዴውን ማህበረሰብ አቅም በማሟጠጥና ኪሱን በማራቆት በሂደት ተያይዞ መውደቅን እንጂ ተያይዞ ማደግን አያመጣም። "በነጻ ውድድር ገበያ የሚመራ" ነገር ግን ነጋዴ የሌለበት ወይም ሕገ ወጥነትና ጥገኛ ነጋዴ የተንሰራፋበት ሀገር መፍጠር ነው።

በተደጋጋሚ የሚነሳው የመንግስት ገቢና የሀገሪቱ አጠቃላይ ምርት አለመጣጣም መንስኤ ነጋዴው በቂ ግብር ባለመክፈሉ ብቻ ሳይሆን ሳይቀረጥ ወደ ሀገር ውስጥ የሚገባ ሕገ ወጥ የገቢ ሸቀጥ መበራከት፣ ቫት የማይጎበኘው አቅርቦት መስፋፋት፣ መንግስት ማግኘት የሚገባው ነገር ግን በአስፈጻሚ አካላት ሙሰኝነት ባክኖ የሚቀር ገቢና በሕገ ወጥ ነጋዴዎችና በሙሰኞች መመሳጠር አየር ላይ ተበልቶ የሚቀረው ገቢ ከሚከፈለው ግብር እጅግ የላቀ መሆን ነው ። ( ማብቂያ የሌለው የገቢ የሚያቀጣጥሉ በገቢ አቅም በላይ ወጭ መልመድ፣ ብክነት፣ ዝርክርከነትና በአቅም አለመኖር ብቻውን ሊነሳ የሚገባው ጉዳይ ነው)

የመንግስት አስፈጻሚዎች ላይ የነሲብ አስገዳጅ ኮታ በመጣል ኮታቸውን ለመሟላት በየሱቁ፣ በየድርጅቱና በየፋብሪካው እየዞሩ ነጋዴውን ያልሸጠከውን ሸጠሃል። ያላመረትከውን አምርተሃል። ያላገኘውን ትርፍት አግኝተሃል በማለት አቅሉን በመሳት ወደ ሕገ ወጥነት እንዲያመራ ከመግፋት ይልቅ መንግስት የራሱን ጓዳ (የገቢዎችንና የጉምሩክን) አሰራር በመመርመርና በሙስና ተድበስብሶ አየር ላይ የሚቀረውን ግብር በመታደግ ገቢውን ማሳደግ፣ ወጭውን በመቆጣጠርና ቁጠባ በመለማመድ ገቢውን በእጥፍ ድርብ ማሳደግ ይችላል።

ነጋዴውንም ከመዋከብ፣ ከመሳደድ በመታደግ ተስፋ ከመቁረጥና የሙሰኞች መጫወቻ ከመሆን ተገላግሎ እፎይታ አግኝቶና ተረጋግቶ አዕምሮውን ለስራ፣ ጊዜውንና ጉልበቱን ለፈጠራና ለምርታማነት፣ ገንዘቡን ለእድገት እንዲጠቀም በማገዝ እየተፈራሩና እየተጠራጠሩ በጨለማ ከመዳከር ይልቅ የስራ ጊዜን ውጤታማ፣ የነጋዴውም ሆነ የሸማቹን ህይወት በተስፋ የተሞላና ብሩህ ማድረግ ይቻላል።

እንደ አለም አቀፉ የገንዘብ ተቋም ወቅታዊ መረጃ አነስተኛ የብድር እዳ ካለባቸው ሀገራት መካከል በመጀመሪያው ተሰልፈው የሚገኙት በድርጅቱ አሰራርና አጠራር መሠረት የዜሮ እዳ ባለቤት የሆኑት ሀገራት ናቸው።

በዚህም ቦትስዋና፣ ሊቢያ፣ ኤርትራ፣ አልጄሪያ፣ ናይጄሪያ እና ሞሪሸስ ከIMF ጋር አሁናዊ የብድር እዳ የሌለባቸው ሀገራት በመሆን የዝርዝሩን አናት ይዘዋል።

በሌላ በኩል ከተቋሙ ጋር ንቁ የብድር ፕሮግራም እያካሄዱ ነገር ግን በዝቅተኛ የብድር መጠን ዝርዝር ውስጥ የተካተቱት 10 የአፍሪካ ሀገራትም አሉ።

ሳኦ ቶሜ ፕሬንስፔ፣ኢኳቶሪያል ጊኒ፣ጊኒ ቢሳዎ፣ኬፕ ቨርዴ፣ ሲሸልስ እና ቡሩንዲ ከድርጅቱ አነስተኛ የብድር መጠን ያለባቸው የአፍሪካ ሀገራት ናቸው ተብሏል።

አነስተኛ የብድር እዳ ካለባቸው ሀገራት መሀከል አብዛኞቹ ደሴትና አነስተኛ የህዝብ ቁጥር ያላቸው ሀገራት ናቸው።

የIMF እዳ አነስተኛ መሆኑ ሀገራቱ የራሳቸውን የኢኮኖሚ ፖሊሲ በነጻነት ለመቅረጽና ከውጭ ጫና ለመጠበቅ ትልቅ እድል እንደሚፈጥርላቸው ነው የምጣኔ ሀብት ባለሙያዎች የሚናገሩት።
