Ethio telecom CEO, Frehiwot Tamru, held a high-level strategic engagement with Excellency Mr. Solomon Quaynor S, Vice President of the African Development Bank, together with senior AfDB management, to review the ongoing partnership and collaborative engagements aimed at supporting the execution of Ethio telecom’s transformative “Next Horizon: Digital & Beyond 2028” strategy and Ethiopia’s broader digital transformation journey.

በዚህ ታላቅ ዓለም አቀፍ መድረክ ላይ የአካል ጉዳተኞችን እኩል ተጠቃሚነት ለማረጋገጥ የሚሰራው የብስራት ፕሮሞሽን መስራች አቶ ገድለሚካኤል አበበ ተሳትፈዋል።

በሚሲንግ ቢሊየን ኢኒሼቲቭ አማካኝነት የተመረጡት አቶ ገድለሚካኤል በጉባኤው ላይ የኢትዮጵያን ተሞክሮ በማካፈል ወደ ሀገራቸው ተመልሰዋል።

ከመቶ በላይ ሀገራት የተሳተፉበትና ለማህበረሰባዊ ስራ ፈጣሪዎች እውቅና በሚሰጥበት በዚህ መድረክ ላይ አቶ ገድለሚካኤል ቴክኖሎጂ እና መገናኛ ብዙኃን ለአካል ጉዳተኞች ያላቸውን ፋይዳ የሚዳስስ ጽሁፍ አቅርበዋል።

በውይይቱም ወቅት ሚዲያ የማህበረሰብን ግንዛቤ በመቅረጽ ረገድ ያለውን ሚና በማንሳት ባለፉት ሃያ ዓመታት በኢትዮጵያ ያከናወኑትን የለውጥ ስራዎች አብራርተዋል።

በተጨማሪም ቴክኖሎጂ ትርጉም ያለው ለውጥ የሚያመጣው አካል ጉዳተኞች የፈጠራው ተጠቃሚ ብቻ ሳይሆኑ የፈጠራው ባለቤትና ውሳኔ ሰጪ መሆን ሲችሉ መሆኑን አስገንዝበዋል።

በጉባኤው ማጠቃለያ ላይ በአካል ጉዳተኝነት እና በማህበረሰባዊ ስራ ፈጠራ ዘርፍ ውጤታማ ስራዎችን በማከናወን ከተመረጡ ስምንት የዓለም ተሳታፊዎች መካከል አቶ ገድለሚካኤል አንዱ በመሆን የላቀ እውቅና ተሰጥቷቸዋል።

የስኮል ወርልድ ፎረም እ.ኤ.አ ከ2004 ጀምሮ በየዓመቱ የሚካሄድ ሲሆን በጄፍ ስኮል በተመሰረተው ስኮል ፋውንዴሽን አማካኝነት የሚዘጋጅ ነው።

ማያ በጎ አድራጎት ድርጅት በህፃናት የአፈጣጠር ችግር ዙሪያ የግንዛቤ ማስጨበጫ መድረክ አካሄደ
#ethiopia | ​የአዲስ አበባ ከተማ አስተዳደር ጤና ቢሮ ከማያ የበጎ አድራጎት ድርጅት ጋር በመተባበር በአፈጣጠር ችግር ምክንያት በሚከሰቱ የጀርባ አጥንት ክፍተት (Spina Bifida) እና የአንጎል ውስጥ ፈሳሽ መከማቸት (Hydrocephalus) ዙሪያ ያተኮረ ልዩ የግንዛቤ ማስጨበጫ መርሃ ግብር በአዲስ አበባ አካሂዷል።

በመድረኩ ላይ እንደተገለጸው በኢትዮጵያ በየዓመቱ ከ44 ሺህ በላይ ህፃናት በእነዚህ የጤና ችግሮች ምክንያት የሚወለዱ ሲሆን፣ ለችግሩ ዋነኛው መንስኤ እናቶች በእርግዝና ወቅት የሚገጥማቸው የፎሊክ አሲድ ወይም የቫይታሚን ቢ9 እጥረት መሆኑ በሰፊው ተብራርቷል።

​እነዚህ የአፈጣጠር ችግሮች በህፃናቱ ላይ ከፍተኛ ተጽዕኖ የሚያሳድሩ ሲሆን፣ በተለይም ለዕድሜ ልክ የሚዘልቅ የመንቀሳቀስ መገደብ እና ራስን ችሎ የመፀዳዳት ችግር እንደሚገጥማቸው ተመላክቷል።

ይህንን ችግር በዘላቂነት ለመከላከል በመንግስት የተጀመረው ምግቦችን በፎሊክ አሲድ የማበልጸግ ስራ ተጠናክሮ መቀጠል እንዳለበት የተገለጸ ሲሆን፣ የግንዛቤ ማስጨበጫ መድረኩም ይህንን ሀገራዊ ጥረት በግለሰብ፣ በማህበረሰብ እና በሀገር አቀፍ ደረጃ ለማገዝ ያለመ እንደሆነ ተጠቁሟል።

​በመድረኩ ላይ የአካቶ ትምህርት እና የዜጎች ተጠቃሚነት ጉዳይም በስፋት የተነሳ ሲሆን፣ በእነዚህ የጤና ችግሮች የተጠቁ ህፃናት የማህበረሰቡ አካል መሆናቸው ታምኖበት ትምህርትን ጨምሮ ሌሎች ማህበራዊ አገልግሎቶችን የማግኘት መብታቸው ሊከበር እንደሚገባ ጥሪ ቀርቧል።

መርሃ ግብሩ በእነዚህ ህፃናት ሰብአዊ መብት እና ማህበራዊ ተሳትፎ ዙሪያ ሰፊ ውይይት ያደረገ ሲሆን፣ ህብረተሰቡ ለችግሩ ተጋላጭ የሆኑ ወገኖችን ከመገለል እንዲታደግና አስፈላጊውን ድጋፍ እንዲያደርግ አሳስቧል።

​በዚህ መርሃ ግብር ላይ የፌዴራል ጤና ሚኒስቴር ፣ የሲቪል ማህበረሰብ ድርጅቶች ባለስልጣን ፣ የአዲስ አበባ ጤና ቢሮ ከፍተኛ የስራ ሃላፊዎች እና የማያ በጎ አድራጎት ድርጅት መስራቾች አስተባባሪዎች ተገኝተዋል።

የዶላር ዳግም ልደት ወይስ የኢኮኖሚ ቁማር? የኢትዮጵያ “ቢግ ባንግ” ሪፎርም እና የነፃ ገበያ መገፋፋት

​1. የካቲት 4 ቀን 2018 ዓ.ም. የኢትዮጵያ ብሔራዊ ባንክ ይፋ ያደረገው የውጭ ምንዛሪ መመሪያ፣ ዝም ብሎ የቴክኒክ ሰነድ አይደለም፤ ይልቁንም ላለፉት 50 ዓመታት የሀገሪቱን የኢኮኖሚ ደም ስር አንቆ የያዘውን “የቁጥጥር ሰንሰለት” የሚበጣጥስ መጥረቢያ ነው። ይህ 19 ነጥቦችን የያዘው አዋጅ፣ ኢትዮጵያ በታሪኳ አድርጋው የማታውቀውን የኢኮኖሚ “ቢግ ባንግ” (Big Bang) ሽግግር መጀመሯን ያበስራል። በኢኮኖሚ ፈላስፎች መነጽር ሲታይ፣ ይህ እርምጃ አዳም ስሚዝ “የማይታየው እጅ” (Invisible Hand) ብሎ የጠራውን ገበያ መር ስርዓት በኢትዮጵያ ምድር ለመትከል የተደረገ ደፋር ሙከራ ነው።

​2. የዚህ ሪፎርም ዋነኛው መነሻ ከአለም አቀፉ የገንዘብ ድርጅት (IMF) ጋር የተደረሰው የ 3.4 ቢሊዮን ዶላር የብድር ስምምነት ቢሆንም፣ ውስጣዊ ፍላጎቱ ግን የኢትዮጵያን የውጭ ምንዛሪ ረሃብ በዘላቂነት መፍታት ነው። ቀደም ሲል በኦፊሴላዊው የምንዛሪ ዋጋ እና በጥቁር ገበያው መካከል የነበረው ልዩነት (Premium) ከ 100% በላይ ማደጉ፣ ምርት ወደ ውጭ የሚላክበትን ሳይሆን ዶላር የሚሸሸግበትን ኢኮኖሚ ፈጥሮ ነበር። አዲሱ መመሪያ ይህንን “የጥላ ኢኮኖሚ” አፍርሶ፣ ዶላርን ከጓዳ ወደ ባንክ አደባባይ ለማውጣት የታለመ ነው።

​3. የአገልግሎት ላኪዎች 100% ገቢያቸውን እንዲይዙ መፈቀዱ (አንቀጽ 1)፣ ከቲዮሪ አንጻር “የባለቤትነት መብት” (Property Rights) ማረጋገጫ ነው። ጆን ሎክ እንደሚለው፣ አንድ ሰው በጥረቱ ያገኘውን ሀብት የመጠቀም ሙሉ መብት ሊኖረው ይገባል። መንግስት ቀደም ሲል ከላኪዎች ላይ ይነጥቅ የነበረውን 50% እና ከዚያ በላይ ድርሻ መተዉ፣ ላኪዎች ይበልጥ እንዲያመርቱ ትልቅ ማበረታቻ (Incentive) ይፈጥራል። ይህ ደግሞ በረዥም ጊዜ የሀገሪቱን የወጪ ንግድ ገቢ በቢሊዮን ዶላሮች እንደሚያሳድገው ይጠበቃል።

​4. ግለሰቦች ለቤተሰቦቻቸው እስከ 3,000 ዶላር እንዲልኩ መፈቀዱ (አንቀጽ 8)፣ የመንግስትን የቁጥጥር ስፋት (State Scope) በእጅጉ ይቀንሳል። ይህ እርምጃ ሚልተን ፍሪድማን “Capitalism and Freedom” በሚለው መጽሐፉ የጠቀሰውን የግል ኢኮኖሚ ነፃነት የሚያንፀባርቅ ነው። ዜጎች በገዛ ገንዘባቸው የልጆቻቸውን ትምህርትና ህክምና እንዲከፍሉ መፈቀዱ፣ በህዝብና በመንግስት መካከል ለዘመናት ተሸርሽሮ የነበረውን ማህበራዊ ውል (Social Contract) መልሶ የማደስ አቅም አለው።

​5. ዳታዎች እንደሚያሳዩት፣ ኢትዮጵያ በየአመቱ ከዳያስፖራ የምታገኘው ሬሚታንስ (Remittance) ከ 5 ቢሊዮን ዶላር በላይ ቢሆንም፣ ከግማሽ በላይ የሚሆነው በህገ-ወጥ መንገድ ይዘዋወር ነበር። አዲሱ መመሪያ ዶላርን ያለ ሰነድ መመንዘር መፍቀዱ (አንቀጽ 7)፣ ይህን በጥቁር ገበያ የሚመላለሰውን ቢሊዮን ዶላር ወደ ህጋዊው ስርዓት የሚመልስ “መግነጢሳዊ ኃይል” ነው። ይህ የገንዘብ ፍሰት ወደ ባንኮች ሲገባ፣ ባንኮች ለኢንዱስትሪው የሚሰጡት የብድር አቅም (Liquidity) በእጥፍ ሊያድግ ይችላል።

​6. የውጭ ኢንቨስተሮች ትርፋቸውን ያለ ገደብ እንዲያወጡ መፈቀዱ (አንቀጽ 16) ግን የሁለት ስለት ቢላዋ ነው። ለዴቪድ ሪካርዶ የንግድ ቲዮሪ ተከታዮች፣ ይህ እርምጃ የውጭ ቀጥተኛ ኢንቨስትመንትን (FDI) የሚስብ ማር ነው። ሆኖም፣ እንደ ጆሴፍ ስቲግሊዝ ያሉ ሊቃውንት “የካፒታል ሽሽት” (Capital Flight) ስጋትን ያነሳሉ። በሀገር ውስጥ የፖለቲካ አለመረጋጋት ቢከሰት፣ ኢንቨስተሮች ያላቸውን ዶላር ይዘው በአንድ ጀምበር ቢወጡ፣ የኢትዮጵያ የውጭ መጠባበቂያ ክምችት (Foreign Reserve) ድንገት ሊሟጠጥ ይችላል።

​7. የባንኮች ራስ-ገዝነት (Autonomy) መጨመር ሌላው የዚህ ሪፎርም ምሰሶ ነው። ባንኮች የፎርዋርድ ግብይት (Forward Transaction) እንዲያካሂዱ መፈቀዱ (አንቀጽ 9)፣ ነጋዴዎች ለወደፊት ግዢዎቻቸው የምንዛሪ ዋጋን ቀድመው እንዲቆልፉ (Hedging) ይረዳቸዋል። ይህ በንግድ ዓለም ውስጥ ያለውን እርግጠኛ አለመሆን (Uncertainty) በመቀነስ፣ የዋጋ ግሽበትን ለማረጋጋት የሚረዳ ዘመናዊ የፋይናንስ መሳሪያ ነው።

​8. ይሁን እንጂ፣ ባንኮች ከካፒታላቸው 10% ዋስትና እንዲሰጡ መፈቀዱ (አንቀጽ 14) ልብ አንጠልጣይ አደጋ አለው። የኢትዮጵያ ባንኮች በዓለም አቀፍ የፋይናንስ ቀውስ የመመታት ልምድ የላቸውም። ባንኮች የገቡት ዋስትና ተቀባይነት አጥቶ ወይም ብድሩ ሳይከፈል ቢቀር፣ የሀገር ውስጥ ባንኮች መክሰር (Bank Failure) ደረጃ ሊደርሱ ይችላሉ። ይህ ደግሞ በዜጎች ቁጠባ ላይ ትልቅ አደጋ ስለሚደቅን፣ የብሔራዊ ባንክ የቁጥጥር ዓይን (Supervision) እጅግ ንቁ መሆን አለበት።

​9. የውጭ ምንዛሪ ቢሮዎች ጥሬ ገንዘብ የመያዝ አቅማቸው ወደ 25% ማደጉ (አንቀጽ 18)፣ የገበያውን የዶላር ዝውውር (Circulation) ያቀልጠዋል። ይህ እርምጃ የጥቁር ገበያ ደላሎችን ከስራ የሚያስወጣ ቢሆንም፣ አዲሶቹ የፍቃድ ባለቤቶች ራሳቸው ወደ “ህጋዊ ደላላነት” እንዳይቀየሩ ጥብቅ ኦዲት ይፈልጋል። የገንዘብ ማጠብ (Money Laundering) ወንጀሎችን ለመከላከል የዲጂታል ክትትል ስርዓት የግድ ይላል።

​10. የቬትናምን ተሞክሮ ብንመለከት፣ ሀገሪቱ በ 1980 ዎቹ መጨረሻ መሰል እርምጃ ስትወስድ፣ በአምራች ዘርፉ ላይ ትልቅ ስራ ሰርታ ነበር። ኢትዮጵያ ግን አሁንም 80% የምትጠቀመውን ሸቀጥ ከውጭ ታስገባለች። ዶላር በነፃነት መዘዋወሩ ብቻውን ለውጥ አያመጣም፤ የምርት አብዮት ካልታከለበት፣ ነፃ ገበያው የውጭ ሀገራት ምርቶች መጣያ (Dumping ground) የመሆን አደጋ አለው።

​11. የዋጋ ግሽበት (Inflation) የዚህ ሪፎርም ትልቁ ጠላት ነው። የምንዛሪ ዋጋው ለገበያ ሲተው፣ የብር ዋጋ መውደቁ አይቀሬ ነው። ይህ ደግሞ የመድኃኒት፣ የነዳጅ እና የፋብሪካ ጥሬ እቃዎች ዋጋን ሊያስንረው ይችላል። ኬይንስ እንደሚለው፣ በመካከለኛ ጊዜ ኢኮኖሚው ቢረጋጋም፣ “በመጨረሻ ሁላችንም እንሞታለን”። ስለዚህ ዝቅተኛው ማህበረሰብ በዚህ የሽግግር ወቅት በኑሮ ውድነት እንዳይቀጠቀጥ መንግስት የማህበራዊ ድጋፍ መረቦችን ማጠናከር አለበት።

​12. 100 ዶላር የነበረው የሂሳብ መክፈቻ መቅረት (አንቀጽ 5)፣ ለድሃው ዜጋ የተሰጠ የኢኮኖሚ “ዲሞክራሲ” ነው። ይህም የባንክ አገልግሎት ተደራሽነትን (Financial Inclusion) በመጨመር፣ ህዝቡ በዶላር እንዲቆጥብና የሀገር ውስጥ ካፒታል እንዲያድግ ያደርጋል። ይህ የባህሪ ለውጥ (Behavioral Change) በረዥም ጊዜ የሀገሪቱን የቁጠባ ባህል ይቀይረዋል።

​13. ድርጅቶች ከሀገር ውጭ መዋእለ ነዋያቸውን እንዲያፈሱ መፈቀዱ (አንቀጽ 6) ግን እጅግ አነጋጋሪ ነው። ኢትዮጵያ ራሷ የካፒታል እጥረት ባለባት ሁኔታ፣ የሀገር ውስጥ ባለሀብቶች ዶላር ይዘው ወደ ውጭ እንዲወጡ መፈቀዱ በምን ስሌት እንደመጣ ግልጽ አይደለም። ይህ ነጥብ ባለሀብቶች ሀብታቸውን ወደ አስተማማኝ ሀገራት እንዲያሸሹ (Flight to Safety) በር ሊከፍት ይችላል።

የአፍሪካ ቀንድ አዲስ ስጋት‼️
ሶማሊላንድ ከእስራኤል የሉዓላዊ ሀገርነት እውቅና ለማግኘት ስትል በሶስት ቅድመ ሁኔታዎች ላይ ተስማምታለች።
1. ፍልስጤማውያንን ለማስፈር(the resettlement of Palestinians in Somaliland).
2- በኤደን ባሕረ ሰላጤ ላይ እስራኤል የጦር ሰፈር እንድታቋቁም(An Israeli military base on the Gulf of Aden coast)

3- ሶማሌላንድ በአብርሃም ስምምነት (Abreham Accord agreement) ውስጥ መካተት(Somaliland’s inclusion to the Abraham Accords) ናቸው።
በዚህ ምክንያት የመካከለኛው ምስራቅ ግጭት ወደ አፍሪካ ቀንድ እንዳይስፋፋ ስጋት አስከትሏል። በቀጣይ በርካታ ሀገራት ለሶማሊላንድ እውቅና እንደሚሰጡ የሶማሊላንዱ ፕሬዚዳንት ተናግረዋል።
