Rural Connectivity: Empowering Communities and Bridging the Digital Divide!
Ethio telecom has successfully completed the first year of its Next Horizon: Digital & Beyond 2028 Strategy, marking significant progress in bridging Ethiopia’s digital divide. At the heart of this strategy is our commitment to inclusive, sustainable and transformative rural connectivity, ensuring that geography, distance and limited access to electricity do not prevent communities from participating in the digital economy.
During the fiscal year, we deployed 195 new rural mobile sites, reaching communities located, on average, 14.3 kilometres from the nearest town and 10.6 kilometres from the nearest existing mobile site. This demonstrates our deliberate focus on connecting Ethiopia’s most remote and underserved areas.
This expansion extended connectivity and digital access to 117 woredas and 492 kebeles and villages, enabling more than 1.53 million people to benefit from reliable communications, digital platforms and inclusive financial services.
To address power limitations in remote areas, we deployed 22 additional Rural Solution sites, specifically designed to serve communities with limited or no access to the national electricity grid. We also significantly expanded our green energy infrastructure, increasing installed solar power capacity from 27 MW to 39.72 MW, an additional 12.72 MW in just one year. This investment strengthens network resilience, reduces dependence on conventional energy sources and advances our environmental sustainability commitments.
Connectivity must also translate into meaningful access to essential services. Through our Rural Agent Project, we onboarded 812 new agents across 17 regions, achieving a 58% active-agent rate and bringing telebirr and other essential digital financial services closer to previously underserved communities. Going forward, we will focus on further improving agent activation, productivity and service availability.
We also advanced the fiberization of rural wireless sites, strengthening network capacity, reliability and service quality while preparing rural communities for growing digital demand.

As we successfully conclude Year One of our Next Horizon: Digital & Beyond 2028 Strategy, Ethio telecom continues to expand and modernize the critical digital infrastructure powering Ethiopia’s transformation.
During the year, we deployed 603 new mobile sites, expanding our nationwide footprint to 10,613 sites, while adding capacity for 10.2 million customers and scaling total mobile network capacity to 115.1 million. To strengthen network resilience, 44% of our sites are supported by backup generators, while 24% of off-grid sites are powered by solar energy.
We expanded 4G/LTE services to 264 additional towns, bringing the total to 1,200 towns and increasing 4G population coverage to 82.2%. Our 5G network now reaches 33 towns, including seven added during the year accelerating access to high-speed, next-generation digital services.
We also strengthened the high-capacity foundation of Ethiopia’s digital economy. Our national backbone fiber and OPGW network now spans 23,422 km, supported by 15,615 km of metro fiber. Total Optical Distribution Network capacity reached 1.46 million, comprising 708,992 greenfield capacity and 759,735 copper-switch-off capacity.
During the year, we migrated 100,000 customers from copper to fiber, helping the fixed-broadband customer base surpass the historic milestone of one million, of whom 443,298 are connected through fiber.
International gateway and local content-cache capacity increased by 1.8 Tbps to 4.3 Tbps, achieving 172% of the annual target. Expanded caching for leading global platforms, including Google, Meta, Netflix, TikTok and Cloudflare, is bringing content closer to users, improving speed and service experience while reducing international bandwidth dependency.
Together, these achievements reinforce Ethio telecom’s role as a principal architect and catalyst of Digital Ethiopia 2030 building a high-speed, resilient, inclusive and future-ready digital infrastructure that connects citizens, empowers businesses, modernizes institutions and unlocks new opportunities across Ethiopia.

የመደመር መንግሥት በከተሞች የጀመረውን ውጤታማ የኮሪደር ልማት ስኬቶች ወደ ገጠሪቱ ኢትዮጵያ በማስፋፋት፣ የአርሶ አደሩንና የአርብቶ አደሩን የኑሮ ዘይቤ ለመቀየር የሚያስችል ታላቅ ሀገራዊ የልማት ሪፎርም በጠቅላይ ሚኒስትር ዐቢይ አሕመድ (ዶ/ር) ሐሳብ አመንጪነትና አነሳሽነት ተግባራዊ በማድረግ በየክልሎቹ አመርቂ ውጤቶችን እያሳየ ይገኛል።
ይህ ስትራቴጂካዊ ንቅናቄ በገጠርና በከተማ መካከል ያለውን የዕድገት ልዩነት በማጥበብ የዘላቂ ብልጽግናን መሠረት ለመጣል ያለመ ነው።
የጥንታዊ ሥልጣኔ የዘመናት ታሪካዊ ክብር ባለቤት የሆነችው ኢትዮጵያ፤ የትናንቱን የአክሱም ሐውልቶች ዘመን አይሽሬ የኢንጂነሪንግ ጥበብ፣ የላሊበላ ውቅር አብያተ ክርስቲያናት እና የጀጎል ግንብ የኪነ-ሕንጻ ምጥቀት ከነገው የብልጽግና ተስፋ ጋር በማገመድ፣ አቅዶ የመፈጸም ባህልን በተጨባጭ ምድር ላይ እያረጋገጠችና ትላልቅ ሜጋ ፕሮጀክቶችን በማጠናቀቅ የታሪክ አሻራዋን እያሳረፈች ትገኛለች።
ይህ የገጠር ኮሪደር ልማት ፕሮጀክት መሠረተ ልማትን ከማዘመን ባለፈ፣ የሕዝቡን ማኅበራዊና ኢኮኖሚያዊ ተጠቃሚነት ያረጋገጡ አበይት ሥራዎችን በተጨባጭ መሬት ላይ ማሳየት የጀመረ የመደመር መንግሥት ቁልፍ የለውጥ እሳቤ ነው። ልማቱ የከተማ ውበትና የኮሪደር ልማት ስኬቶችን ወደ ገጠሪቱ ኢትዮጵያ በማስፋፋት፣ በአረንጓዴ አሻራ እና በሌማት ትሩፋት የተገኙ ውጤቶችን ይበልጥ ተደራሽ ለማድረግ በከፍተኛ ሁኔታ እየሠራ ይገኛል።
ልማቱ የገጠር ነዋሪዎችን ከተበታተነ አሰፋፈር ወደ ተቀናጁ የገጠር መንደሮች በማምጣት ንጹሕ መጠጥ ውኃ፣ መብራት፣ ጤና እና ትምህርት ቤት በአቅራቢያቸው እንዲያገኙ የሚያደርግ ከመሆኑም በላይ፤ የተራቆቱ መሬቶችን መልሶ በማልማት አካባቢውን ለቱሪዝምና ለሥራ ዕድል ፈጠራ ማዕከልነት እያሸጋገረው ይገኛል።
ቀደም ሲል የትራንስፖርት አገልግሎት ለማግኘት ረጅም ሰዓታት በእግር ይጓዙ የነበሩ የገጠር መንደሮች፣ አሁን ላይ ደረጃቸውን በጠበቁ የጠጠርና የአስፋልት መንገዶች መገናኘት ችለዋል።
በዚህም በእናቶችና ሕፃናት የጤና አገልግሎት አሰጣጥ ላይ ከፍተኛ መሻሻል የተፈጠረ ሲሆን፣ በሺዎች የሚቆጠሩ የገጠር አባወራዎች የንጹሕ መጠጥ ውኃ ማግኘት ችለዋል። በተጨማሪም አማራጭ የኢነርጂ እና የፀሐይ ብርሃን መብራቶች በየመንደሮቹ በመስፋፋታቸው የገጠሩን የምሽት ገጽታ ሙሉ በሙሉ በመቀየር ላይ ይገኛል።
ይህ ስትራቴጂካዊ የልማት ስልት አነስተኛ ወጪ በሚጠይቁና በአካባቢው በሚገኑ ግብዓቶች የሚገነቡ፣ ነገር ግን ምቹና ሞዴል በሆኑ መኖሪያ ቤቶች የአርሶ አደሮችን ሕይወት የሚለውጥ ነው።
ጠቅላይ ሚኒስትር ዐቢይ አሕመድ (ዶ/ር) እንደገለጹት፤ ዘመናዊ የእንስሳት ማደሪያዎች፣ የንጹሕ መጠጥ ውኃ አቅርቦት እና ባዮ ጋዝን በማሟላት ለሕይወት ምቹ ሁኔታን መፍጠር ያስችላል።
ከዚህ ጎን ለጎን የተተከሉ የፍራፍሬና የጓሮ አትክልቶችን ከንብ እርባታ፣ ከእንቁላል፣ ከወተትና ከሥጋ ምርት ጋር በማቀናጀት አርሶ አደሩ የተመጣጠነ የምግብ አቅርቦት እንዲኖረውና ምርታማነቱ አድጎ ለራሱ ፍጆታ ከመብቃቱ ባለፈ፣ ለገበያ በማቅረብ ገቢውን በከፍተኛ ደረጃ እንዲያሳድግ ይረዳል።
ይህ የመሠረተ ልማትና የኤሌክትሪክ ዝርጋታ ለልጆች ትምህርትና ለቤተሰብ ዘመናዊ መረጃ ተደራሽነት አዲስ ምዕራፍ የከፈተ ሲሆን፤ በገጠር የተሻለ የኑሮ ሁኔታ በመፈጠሩ ከገጠር ወደ ከተማ የሚደረገውን ፍልሰት በመቀነስ የሀገሪቱን የምግብ ሉዓላዊነት ለማረጋገጥ ወሳኝ ሚና ይጫወታል።

ልማቱ የገጠር ነዋሪዎችን ከተበታተነ አሰፋፈር ወደ ተቀናጁ የገጠር መንደሮች በማምጣት ንጹሕ መጠጥ ውኃ፣ መብራት፣ ጤና እና ትምህርት ቤት በአቅራቢያቸው እንዲያገኙ የሚያደርግ ከመሆኑም በላይ፤ የተራቆቱ መሬቶችን መልሶ በማልማት አካባቢውን ለቱሪዝምና ለሥራ ዕድል ፈጠራ ማዕከልነት እያሸጋገረው ይገኛል።
ቀደም ሲል የትራንስፖርት አገልግሎት ለማግኘት ረጅም ሰዓታት በእግር ይጓዙ የነበሩ የገጠር መንደሮች፣ አሁን ላይ ደረጃቸውን በጠበቁ የጠጠርና የአስፋልት መንገዶች መገናኘት ችለዋል።

የኮሪደር ልማት ፕሮጀክቶች በዋና ዋና ከተሞች በተለይም በአዲስ አበባ የተከናወኑት የኮሪደር ልማት ሥራዎች የከተማዋን ገጽታ ከመቀየር ባለፈ፣ የንግድ እንቅስቃሴን ያቃለሉ እና የከተማ ኑሮ ደረጃን ያሻሻሉ ናቸው።
ኢትዮጵያ በአቪዬሽን ዘርፍ ያከናወነቻቸው ተግባራት ለዘርፉ ስኬታማነት ትልቁን ሚና በመጫወት ላይ ይገኛሉ። በዚህም የኢትዮጵያ አየር መንገድ በአፍሪካ ቀዳሚነቱን ሚና በመያዝ በሀገር ውስጥ የአውሮፕላን ማረፊያ መመሠረተ-ልማቶችን በማስፋፋትና አዳዲስ የጭነት ተርሚናሎችን በመገንባት የዓለም አቀፍ ንግድ ድልድይነቱን በማጽናት ላይ ይገኛል።

የምርምር ስራዎቻቸውም በዋናነት በተላላፊ በሽታዎች፣ በፀረ ጀርም መድኃኒቶች መላመድ እንዲሁም አዲስና ዳግም በሚቀሰቀሱ የቫይረስ አይነቶች ላይ ያተኮሩ ናቸው።

በማስተማር ስራቸውም በርካታ የሕክምና፣ የጤና ሳይንስ፣ የማይክሮባዮሎጂና የክሊኒካል ሬዚደንት የቅድመና ድህረ ምረቃ ተማሪዎችን አፍርተዋል።
እስካሁንም በዓለም አቀፍ ደረጃ እውቅና ባላቸው የምርምር መጽሔቶች ላይ 56 የምርምር ውጤቶችን ያሳተሙ ሲሆን ስድስት ታላላቅ ዓለም አቀፍ የትብብር የምርምር ፈንዶችንም ማሸነፍ ችለዋል።

The Managing Board of Saint Paul’s Hospital Millennium Medical College (SPHMMC), at its regular meeting held today, June 16, 2026, approved the promotion of Dr. Solomon Ali to the rank of Full Professor.
After carefully reviewing her academic, clinical, research, and service achievements, the Board endorsed his promotion in recognition of his outstanding contributions to medical education, research, and institutional leadership
Professor Solomon Ali is a distinguished microbiologist and medical research specialist whose work focuses on infectious diseases, antimicrobial resistance, and emerging/reemerging viral pathogens.
He has served his country for over 20 years at St. Paul’s Hospital Millennium Medical College (SPHMMC) and Jimma University (JU), contributing extensively to academic, clinical, and research activities.
Professor Solomon has trained, mentored, and supervised undergraduate, Master’s, and PhD students, guiding numerous research theses. Throughout his academic and research career, he has published more than 56 articles in reputable international journals and has secured six major competitive international research grants. Prof. Solomon has also played a pivotal role in strengthening research and health service infrastructures.
He has established Millennium Journal of Health, the first scholarly journal in SPHMMC, Infectious Diseases Research and Molecular Laboratory (IDReaM Lab) with integrated bio-banking system, and digitalizing hospital microbiology service laboratory data management system through a DHIS2 based platform.
Recently, Prof. Solomon Ali received national recognition from the Federal Ministry of Health of Ethiopia as the recipient of the 2026 Award for outstanding professional contribution in the health sector.

ርዕሰ መስተዳድሩ በዚህ ወቅት እንደገለጹት የለውጡ መንግሥት ከኢኮኖሚ እና ከፖለቲካ ተሳትፎ ርቀው የነበሩትን የማኅበረሰብ ከፍሎች ወደ ማዕከል በማምጣት እውነተኛ የልማት ተጠቃሚ እንዲሆኑ እያደረገ ይገኛል፡፡
በጠቅላይ ሚኒስትር ዐቢይ አሕመድ (ዶ/ር) የሚመራው መንግሥት ርቆ የነበረውን በማቅረብ የተገለሉ የሀገራችን ክፍሎችን በፍትሃዊነት የጋራ ተጠቃሚ በማድረግ ረገድ ትልቅ ሥራ እየሠራ መሆኑን አስገንዝበዋል፡፡
ርዕሰ መስተዳድሩ አክለውም እንደ ሀገር እና እንደ ክልል በማኅበራዊ እና ኢኮኖሚያዊ ዘርፎች የሚስተዋሉ ችግሮችን በዘላቂነት ለመፍታት በተቀመጡ ግልፅ የልማት አቅጣጫዎች መሰረት ሰፊ ርብርብ እየተደረገ መሆኑን አብራርተዋል፡፡
በዚህም ህዝቡ በግብርና፣ በማዕድን፣ በኢንዱስትሪ እና በቱሪዝም ዘርፎች ያለውን ፀጋ አሟጥጦ በመጠቀም ከሴፍቲኔት ጥገኝነት በመላቀቅ በራሱ ላብ እና ጥረት ሕይወቱን እንዲቀይር ምቹ ሁኔታዎች መፈጠራቸውን አስታውቀዋል፡፡
አዲሱ ትውልድም በዲጂታሉ ዓለም ተወዳዳሪ እንዲሆን በትኩረት እየተሠራ መሆኑንም ጠቁመዋል፡፡
በተለይም አዲሱ ገዳ አውሮፕላን ማረፊያ ከአዲስ አበባ በየብስ ጉዞ አስር ሰዓት ይወስድ የነበረውን ርቀት ወደ አንድ ሰዓት በማሳጠር የቦረናን ሕዝብ ከማዕከል ጋር በቅርበት እንዳገናኘው አቶ ሽመልስ ገልጸዋል፡፡

በኦርዌል "1984" እና የኢትዮጵያ ፖለቲካ ምንና ምን ናቸው?

ጆርጅ ኦርዌል ማነው?
#ethiopia | ጆርጅ ኦርዌል (ትክክለኛ ስሙ ኤሪክ አርተር ብሌየር) እ.ኤ.አ. በ1903 ሕንድ ውስጥ ተወለደ። ጆርጅ ኦርዌክ በሕይወቱ ለጽሑፎቹ ትልቅ ግብዓት የሆኑ ሦስት ዋና ዋና ምዕራፎች ነበሩት፦ እነሱም የፖሊስነት ተሞክሮ፣ በአውሮፓ የነበረው የድህነት ኑሮ እና የስፔን የእርስ በርስ ጦርነት፡ በፋሺዝም ላይ ለመዋጋት ወደ ስፔን ሄዶ በጦርነቱ መሳተፉ አስተሳሰቡን እና መጻሕፍቱን በዚያ ልምድና ተሞክሮው ላይ እንዲያጠነጥን አድርጎታል።
ኦርዌል በተለይ በሁለት ዝነኛ መጻሕፍቱ ይበልጥ ይታወቃል፦Animal Farm (የእንስሳት እርሻ) እና 1984 ነው።
Animal Farm የራሺያን አብዮት መነሻ በማድረግ የተጻፈ ተምሳሌታዊ (Allegory) ድርሰት ነው። "ሁሉም እንስሳት እኩል ናቸው፤ ነገር ግን አንዳንዶቹ ከሌሎቹ ይበልጥ እኩል ናቸው" የሚለው ዝነኛ ጥቅሱ ሥልጣን እንዴት አብዮተኞችን ወደ ጨቋኝነታቸው እንደሚቀይር ያሳያል።
ሌላው 1984 ይህ ደግሞ የግለሰብ ነፃነት ሙሉ በሙሉ በጠፋበት ዓለም ውስጥ የሚኖርን ሰው ሕይወት የሚተነብይ የ"ዳይስቶፒያ" (Dystopia) ልብ-ወለድ ነው።
የመከራከሪያ ነጥቦቹ (Core Ideas)
ኦርዌል በሥራዎቹ ውስጥ ሦስት መሠረታዊ ነገሮችን በጽኑ ይቃወማል፦
1.የእውነት መጥፋት (The Erosion of Truth)፦ ኦርዌል በጣም የሚፈራው "እውነት" የሚባል ነገር ጠፍቶ፣ ገዢዎች የሚሉትን ብቻ ሕዝቡ እንዲያምን የሚደረግበትን ሥርዓት ነው። "በሁለንተናዊ የማታለል ዘመን እውነትን መናገር አብዮታዊ ተግባር ነው" የሚል እምነት ነበረው።
2.የቋንቋ መበላሸት (Corruption of Language)፦ ፖለቲከኞች መጥፎ ተግባራቸውን ለመሸፈን ቋንቋን እንደሚጠቀሙ ይከራከራል። ለምሳሌ "ሰላም ማስከበር" የሚለው ቃል ጦርነትን ለመሸፈን፣ "ማስተካከል" የሚለው ቃል ደግሞ ግድያን ለመሸፈን ጥቅም ላይ ሊውል እንደሚችል ያሳያል።
3. የግለሰብ ነፃነት (Individual Autonomy)፦ ሥልጣን የሰውን ልጅ አካል ብቻ ሳይሆን አእምሮውንና ትውስታውን ጭምር እንዲቆጣጠር ኦርዌል አይፈልግም።
"ኦርዌሊያን" (Orwellian) የሚለው ቃል
በአሁኑ ጊዜ ይህ ቃል በዓለም አቀፍ ደረጃ እንደ ቅጽል ጥቅም ላይ ይውላል። አንድን ሁኔታ "ኦርዌሊያን" ስንለው፣ ያ ሁኔታ መንግሥት የሰዎችን የግል ሕይወት የሚቆጣጠርበት፣ መረጃን የሚያዛባበትና ዜጎችን በውሸት ፕሮፓጋንዳ የሚያደነዝዝበት መሆኑን ለመግለጽ ነው።
1984 Vs ኢትይጵያ
"1984" እስካሁን ድረስ ጸንቶ የቆየው እንደ ተራ የአምባገነንነት ማስጠንቀቂያ ሳይሆን፣ ሥልጣን ከተራ የተግባር ቁጥጥር ባለፈ የአረዳድ (Perception) የበላይነትን ለመያዝ በሚሻበት ጊዜ እንዴት እንደሚሠራ የሚያሳይ ጥቁር ትንታኔ በመሆኑ ነው።
በጥልቅ ሲታይ፣ ሥርዓቱ በእውቀት ቁጥጥር (Epistemic Control)፣ በቋንቋ ምህንድስና እና በሥነ-ልቦናዊ ተገዥነት ላይ የተገነባ መሆኑን እንረዳለን።
1. ሥልጣን እንደ እውነት የማምረቻ መሣሪያ
የኦርዌል ዋነኛ መከራከሪያ ፍጹም ፖለቲካዊ ሥልጣን የሚገኘው እውነታን የመተርጎም አቅም ላይ ነው የሚል ነው። "ፓርቲው" ነባራዊ እውነታዎች ለፖለቲካዊ ፍላጎት ተገዥ መሆን አለባቸው ብሎ መሟገቱ እንዲሁ ለንግግር ያህል የመጣ ሳይሆን መዋቅራዊ መርህ ነው። የሚጋጩ እውነታዎችን በግዴታ አምኖ መቀበል (Doublethink) ዜጎችን የማላመጃ ዘዴ ሲሆን፣ በእውነትና በሥልጣን መካከል ያለውን ድንበር ያጠፋዋል።
በኢትዮጵያ ሁኔታ፡ አሁን በኢትዮጵያ የፖለቲካ ውድድር በዋነኝነት የሚካሄደው በትርክት ግንባታ (Narrative Construction) ነው።
የመንግሥት ተቋማት፣ የተቃዋሚ ንቅናቄዎች እና የሚዲያ ተዋናዮች ስለ ግጭት፣ ስለ ሪፎርም እና ስለ ቅቡልነት የተራራቁ ትርክቶችን ያቀርባሉ። እዚህ ላይ ችግሩ የፕሮፓጋንዳ መኖር ብቻ ሳይሆን፣ "ትክክለኛውን የታሪክ ስሪት" የማጽደቅ ፍልሚያ ነው። የጋራ የሆነ የእውነታ መሠረት በሌለበት ሁኔታ፣ ፖለቲካዊ ፍርድ በቀላሉ የሚለዋወጥና ለማጭበርበር የተጋለጠ ይሆናል።
2. የቋንቋ ቅነሳና ፖለቲካዊ ቅርጻ (Linguistic Compression and Framing)
"ኒውስፒክ" (Newspeak) ቋንቋ የሐሳብ መሠረት (Infrastructure) መሆኑን በሚገባ የተረዳ ስልት ነው። የቃላት ግምጃ ቤትን በዘዴ በመቀነስ፣ ፓርቲው ተቃውሞን ለማሰብ የሚያስፈልጉ የግንዛቤ መሣሪያዎችን ያጠፋል።
በኢትዮጵያ ሁኔታ፡ ምንም እንኳ አተገባበሩ እንደ መጽሐፉ የተማከለ ባይሆንም፣ ውጤቱ ግን ተመሳሳይ ነው። ከማንነት፣ ከፌዴራሊዝም፣ ከሉዓላዊነትና ከደኅንነት ጋር የተያያዙ ቃላት በጽንፍ በተራራቁ መንገዶች ጥቅም ላይ ይውላሉ።
ትንታኔዎች በታፔላዎች (Labels) ይተካሉ። ውስብስብ የሆኑ ነባራዊ ሁኔታዎች በስሜት ወደተሞሉ ምድቦች ይጠቅለላሉ። ይህ ሐሳብን ባያጠፋውም እንኳ፣ አስቀድሞ ወደ ተወሰኑ የፖለቲካ አሰላለፎች እንዲፈስ ያደርገዋል። ውጤቱም ውይይቶች ገና ሳይጀመሩ በቋንቋ አጠቃቀም ብቻ ውጤታቸው እንዲወሰን ያደርጋል።
3. የታሪክ ትርክትና የማስታወስ ፖለቲካ
ፓርቲው ያለፈውን ታሪክ በመቆጣጠር፣ ከሥርዓቱ ቁጥጥር ውጭ የሆነ ነፃ የማጣቀሻ ነጥብ እንዳይኖር ያደርጋል። ታሪክ ለወቅታዊው ሥልጣን ቅቡልነት ሲባል በየጊዜው የሚስተካከል ተለዋዋጭ ነገር ይሆናል።
በኢትዮጵያ ሁኔታ፡ በኢትዮጵያም እርስ በርሳቸው የሚጋጩ የታሪክ ትርክቶች ለወቅታዊ የፖለቲካ ጥያቄዎች ድጋፍ እንዲሆኑ ተደርገው ይቀርባሉ።
ስለ ሀገር ምስረታ፣ ስለ ማንነትና ስለ ታሪካዊ በደሎች የሚደረጉ ክርክሮች የትምህርት ዘርፍ ብቻ ሳይሆኑ የፖለቲካ መሣሪያዎች ናቸው። በታሪክ ትርጓሜ ላይ ስምምነት አለመኖሩ፣ ለጋራ ሀገራዊ ትርክት መፈጠር እንቅፋት ከመሆኑም በላይ ተጠያቂነትንና እርቅን የማምጣት ሂደትን ያወሳስበዋል።
4. ቁጥጥር፣ ራስን መገደብና የሕዝብ ውይይት
"ቴሌስክሪን" (Telescreen) የማያቋርጥ ክትትልን ያመለክታል፤ ሆኖም ዋናው ተግባሩ ግለሰቡ "እየታየሁ ነው" የሚለውን ስሜት ውስጣዊ አድርጎ ራሱን እንዲቆጣጠር ማድረግ ነው።
በኢትዮጵያ ሁኔታ፡ ክትትል በተቋማዊ፣ በዲጂታልና በማኅበራዊ መዋቅሮች አማካኝነት ይከናወናል። ምንም እንኳ ቁጥጥሩ ፍጹም ባይሆንም፣ ዜጎች የሚናገሩትን ነገር እንዲመጥኑ (Calibrate) እና ራሳዊ ቅድም ምርመራ (Self censorship) ያደርጋል።
የማኅበረሰብ አንቂዎች፣ ጋዜጠኞች፣ ተንታኞችና ተራ ዜጎች በሕግ፣ በፖለቲካዊ ተጋላጭነትና በማኅበራዊ ጫናዎች የሚወሰኑ ድንበሮችን እያጤኑ ይንቀሳቀሳሉ
(Self censorship)። ውጤቱም ፍጹም ዝምታ ሳይሆን፣ ያልተባለው ነገር ከተባለው እኩል ትርጉም የሚሰጥበት "ስልታዊ የሐሳብ ልውውጥ" (Strategic Communication) መፈጠሩ ነው።
5. ማስገደድና የውዴታ ግዴታን ማምረት (Coercion and Consent)
በመጽሐፉ ውስጥ የሚገኘው የኦብራይን (O'Brien) ገጸ-ባህሪ ዓላማው ተቃውሞን ማጥፋት ብቻ ሳይሆን፣ የሰውን እምነትና አስተሳሰብ ጭምር እንደ አዲስ መቅረጽ ነው።
በኢትዮጵያ ሁኔታ፡ የፖለቲካው ምኅዳር የተለያየና ብዙ ተዋናዮች የሚሳተፉበት በመሆኑ፣ ጫናው እንደ ኦርዌል ዓለም ወጥና ፍጹም አይደለም። ይሁን እንጂ የሕዝብን ድጋፍ በትርክት የማምረት ፍላጎት ማዕከላዊ ነው። የሚዲያ ሥነ-ምህዳሩ (መደበኛም ሆነ ማኅበራዊ) የተወሰኑ ትርክቶችን በማግነንና ሌሎችን በማዳከም ረገድ ትልቅ ሚና ይጫወታሉ።
ትግሉ አንድ ወጥ የሆነ አስተሳሰብን ከመጫን ይልቅ፣ በተሰባበረ የመረጃ አውድ ውስጥ የትርክት የበላይነትን (Narrative Dominance) የመያዝ ትግል ነው።
ማጠቃለያ
የ"1984" ፋይዳ ያለው በፅንሰ-ሐሳብ ግልጽነቱ ላይ ነው። ሥልጣን ግንዛቤን፣ ቋንቋንና ትውስታን በመቆጣጠር ራሱን እንዴት እንደሚያደላድል ነጥሎ ያሳየናል።
ኢትዮጵያ የኦርዌልን ዝግ የአምባገነንነት፣ የፖለቲካው ሜዳ ተለዋዋጭና የተለያየ ተፅዕኖ ያላቸው ኃይሎች የሚጋጩበት ነው።
ኦርዌል የለያቸው መሠረታዊ መዋቅሮች መልክ ቀይረው ይታያሉ። መረጃን መቆጣጠር፣ ቋንቋን ለፖለቲካ ዓላማ መጠቀምና ታሪክን ፖለቲካዊ ማድረግ እስካሁንም የሥልጣን ትግሉ ማዕከል ናቸው።

"1984" እስካሁን ድረስ ጸንቶ የቆየው እንደ ተራ የአምባገነንነት ማስጠንቀቂያ ሳይሆን፣ ሥልጣን ከተራ የተግባር ቁጥጥር ባለፈ የአረዳድ (Perception) የበላይነትን ለመያዝ በሚሻበት ጊዜ እንዴት እንደሚሠራ የሚያሳይ ጥቁር ትንታኔ በመሆኑ ነው።

በኢትዮጵያ ሁኔታ፡ አሁን በኢትዮጵያ የፖለቲካ ውድድር በዋነኝነት የሚካሄደው በትርክት ግንባታ (Narrative Construction) ነው።
የመንግሥት ተቋማት፣ የተቃዋሚ ንቅናቄዎች እና የሚዲያ ተዋናዮች ስለ ግጭት፣ ስለ ሪፎርም እና ስለ ቅቡልነት የተራራቁ ትርክቶችን ያቀርባሉ። እዚህ ላይ ችግሩ የፕሮፓጋንዳ መኖር ብቻ ሳይሆን፣ "ትክክለኛውን የታሪክ ስሪት" የማጽደቅ ፍልሚያ ነው። የጋራ የሆነ የእውነታ መሠረት በሌለበት ሁኔታ፣ ፖለቲካዊ ፍርድ በቀላሉ የሚለዋወጥና ለማጭበርበር የተጋለጠ ይሆናል።
2. የቋንቋ ቅነሳና ፖለቲካዊ ቅርጻ (Linguistic Compression and Framing)
"ኒውስፒክ" (Newspeak) ቋንቋ የሐሳብ መሠረት (Infrastructure) መሆኑን በሚገባ የተረዳ ስልት ነው። የቃላት ግምጃ ቤትን በዘዴ በመቀነስ፣ ፓርቲው ተቃውሞን ለማሰብ የሚያስፈልጉ የግንዛቤ መሣሪያዎችን ያጠፋል።
በኢትዮጵያ ሁኔታ፡ ምንም እንኳ አተገባበሩ እንደ መጽሐፉ የተማከለ ባይሆንም፣ ውጤቱ ግን ተመሳሳይ ነው። ከማንነት፣ ከፌዴራሊዝም፣ ከሉዓላዊነትና ከደኅንነት ጋር የተያያዙ ቃላት በጽንፍ በተራራቁ መንገዶች ጥቅም ላይ ይውላሉ።

3. የታሪክ ትርክትና የማስታወስ ፖለቲካ
ፓርቲው ያለፈውን ታሪክ በመቆጣጠር፣ ከሥርዓቱ ቁጥጥር ውጭ የሆነ ነፃ የማጣቀሻ ነጥብ እንዳይኖር ያደርጋል። ታሪክ ለወቅታዊው ሥልጣን ቅቡልነት ሲባል በየጊዜው የሚስተካከል ተለዋዋጭ ነገር ይሆናል።
በኢትዮጵያ ሁኔታ፡ በኢትዮጵያም እርስ በርሳቸው የሚጋጩ የታሪክ ትርክቶች ለወቅታዊ የፖለቲካ ጥያቄዎች ድጋፍ እንዲሆኑ ተደርገው ይቀርባሉ።
ስለ ሀገር ምስረታ፣ ስለ ማንነትና ስለ ታሪካዊ በደሎች የሚደረጉ ክርክሮች የትምህርት ዘርፍ ብቻ ሳይሆኑ የፖለቲካ መሣሪያዎች ናቸው። በታሪክ ትርጓሜ ላይ ስምምነት አለመኖሩ፣ ለጋራ ሀገራዊ ትርክት መፈጠር እንቅፋት ከመሆኑም በላይ ተጠያቂነትንና እርቅን የማምጣት ሂደትን ያወሳስበዋል።
4. ቁጥጥር፣ ራስን መገደብና የሕዝብ ውይይት
"ቴሌስክሪን" (Telescreen) የማያቋርጥ ክትትልን ያመለክታል፤ ሆኖም ዋናው ተግባሩ ግለሰቡ "እየታየሁ ነው" የሚለውን ስሜት ውስጣዊ አድርጎ ራሱን እንዲቆጣጠር ማድረግ ነው።
በኢትዮጵያ ሁኔታ፡ ክትትል በተቋማዊ፣ በዲጂታልና በማኅበራዊ መዋቅሮች አማካኝነት ይከናወናል። ምንም እንኳ ቁጥጥሩ ፍጹም ባይሆንም፣ ዜጎች የሚናገሩትን ነገር እንዲመጥኑ (Calibrate) እና ራሳዊ ቅድም ምርመራ (Self censorship) ያደርጋል።

(Self censorship)። ውጤቱም ፍጹም ዝምታ ሳይሆን፣ ያልተባለው ነገር ከተባለው እኩል ትርጉም የሚሰጥበት "ስልታዊ የሐሳብ ልውውጥ" (Strategic Communication) መፈጠሩ ነው።
5. ማስገደድና የውዴታ ግዴታን ማምረት (Coercion and Consent)
በመጽሐፉ ውስጥ የሚገኘው የኦብራይን (O'Brien) ገጸ-ባህሪ ዓላማው ተቃውሞን ማጥፋት ብቻ ሳይሆን፣ የሰውን እምነትና አስተሳሰብ ጭምር እንደ አዲስ መቅረጽ ነው።

ከሰልፍ ወደ ስልጣኔ እንዴት መሄድ አልቻልንም ?

የአዲስ አበባን የትራንስፖርት እንግልት በዘመናዊ ስልት የመፍታት ስትራቴጂ
በአዲስ አበባ ጎዳናዎች ላይ የሚታዩት ረጅም የትራንስፖርት ሰልፎች የከተማዋን የቀን ተቀን እንቅስቃሴ ከሚፈታተኑ ዋና ዋና ማነቆዎች መካከል ቀዳሚዎቹ ናቸው።
በምስሉ ላይ እንደሚታየው በመቶዎች የሚቆጠሩ ዜጎች በዝናብና በፀሐይ ተገርፈው መኪና እስኪመጣ የሚጠብቁበት ሁኔታየከተማዋን ምርታማነት ከመቀነሱም በላይ የነዋሪውን ማህበራዊና ስነ-ልቦናዊ ጤና በእጅጉ ይጎዳል።
የትራንስፖርት ዘርፉ አሁንም "ረዳት" በሚባለው አካል ጩኸትና ግፊት ላይ መመስረቱ ደግሞ የዘርፉን ኋላቀርነት ማሳያ ነው። ይህንን ችግር ለአንዴና ለመጨረሻ ጊዜ ለመቅረፍ መንግስትና የአዲስ አበባ አስተዳደር ሊከተሏቸው የሚገቡ አራት ዋና ዋና የለውጥ ምሰሶዎች አሉ።
1. የዲጂታል ቴክኖሎጂ ትግበራ (Smart Mobility)
ዓለም የደረሰበት የትራንስፖርት ዘርፍ በሰው ጩኸት ሳይሆን በመረጃ (Data) የሚመራ ነው። እያንዳንዱ የህዝብ ትራንስፖርት ተሽከርካሪ የጂፒኤስ (GPS) መቆጣጠሪያ ሊገጠምለት ይገባል። ይህም ተሳፋሪው ታክሲው የት እንደደረሰ በስልኩ ወይም በመቆሚያዎች ላይ በሚገኙ ዲጂታል ሰሌዳዎች እንዲያይ ያስችለዋል።
በተጨማሪም የዲጂታል ክፍያ (E-ticketing) ስርዓትን በስፋት ተግባራዊ በማድረግ ረዳቶች ለዝርዝር ብለው የሚፈጥሩትን መጉላላትና አሽከርካሪዎች መረጃ ሳይኖራቸው የሚባክኑበትን ጊዜ ማስቀረት ይቻላል።
2. የመሠረተ ልማት ማሻሻያና ጥበቃ
ተሳፋሪው ክፍት ሜዳ ላይ ቆሞ ለተፈጥሮ አደጋ እንዲጋለጥ መደረግ የለበትም። ዘመናዊና ሰፊ የጥበቃ መጠለያዎች (Smart Shelters) መገንባት አለባቸው። እነዚህ መጠለያዎች መቀመጫ የዝናብ መከላከያ ጣሪያና የብርሃን አገልግሎት ሊኖራቸው ይገባል። ከዚህም በተጨማሪ ለህዝብ ትራንስፖርት ብቻ የሚውሉ ልዩ መስመሮች (Dedicated Bus Lanes) በስፋት መዘርጋት አለባቸው። ይህም አውቶቡሶችና ታክሲዎች በትራፊክ መጨናነቅ ሳይያዙ በፍጥነት ተመላልሰው ተሳፋሪውን እንዲያነሱ ይረዳቸዋል።
3. የትራንስፖርት አቅርቦት አቅምን ማሳደግ
አነስተኛ ታክሲዎች ለከተማዋ የትራንስፖርት ፍላጎት በቂ አይደሉም። መንግስት ከፍተኛ ቁጥር ያለው ተሳፋሪ በአንድ ጊዜ መጫን የሚችሉ ትልልቅ አውቶቡሶችን (High Capacity Buses) ወደ ስራ በስፋት ማስገባት አለበት።
አንድ ትልቅ አውቶቡስ አምስት እና ስድስት ሚኒባሶችን መተካት ስለሚችል የጎዳና ላይ መጨናነቅን ይቀንሳል። የግሉ ዘርፍም በዚህ ዘርፍ ላይ እንዲሰማራ የጉምሩክና የታክስ ማበረታቻዎችን መስጠት ወሳኝ ነው።
4. በጊዜ ሰሌዳ የሚመራ የአሰራር ስርዓት
አሁን ያለው "መኪናው ሰው እስኪሞላ ይጠብቅ" የሚለው አሰራር መለወጥ አለበት። ትራንስፖርት በጊዜ ሰሌዳ (Timetable) ሊመራ ይገባል።
መኪናው ሰው ሞላም አልሞላም በየአምስት ወይም በየአስር ደቂቃው ከርዕሰ መቆሚያው እንዲነሳ የሚያስገድድ ደንብ ሊኖር ይገባል። ይህ ሲሆን ተሳፋሪው መቼ እንደሚሄድ ስለሚያውቅ አላስፈላጊ ጭንቀትና ሰልፍ ይቀንሳል።
የአዲስ አበባን የትራንስፖርት ችግር መፍታት የሚቻለው በዘመቻ ሳይሆን በተቀናጀ ስልታዊ እቅድ ነው። መንግስት ቴክኖሎጂን፣ የመሠረተ ልማት ግንባታንና የግሉን ዘርፍ ተሳትፎ በማቀናጀት የዜጎችን እንግልት ሊያበቃ ይገባል።
ትራንስፖርት የከተማዋ የደም ዝውውር እንደመሆኑ መጠን ዘመናዊነቱ ለኢኮኖሚ እድገትና ለዜጎች ክብር ወሳኝ መሆኑን መረዳት ያስፈልጋል።
ይህንን ዘመናዊ አሰራር ተግባራዊ ለማድረግ መንግስት እና የአዲስ አበባ አስተዳደር በሚከተሉት መሰረተ ልማቶች ላይ ኢንቨስት ማድረግ አለባቸው፡
1. የተሽከርካሪ እና መረጃ መሰረተ ልማት (Smart Fleet & Data)
የመረጃ ማዕከል (Central Command and Control Center)
ሁሉንም የተሸከርካሪዎች መረጃ የጂፒኤስ ዳታ፣ የካሜራ ክትትል፣ እና የክፍያ ስርዓትን በአንድ ማዕከል የሚቆጣጠር እና የሚመረምር ተቋም። ይህ ማዕከል በትራፊክ መጨናነቅ እና በሰው ብዛት ላይ በመመስረት ፈጣን ውሳኔዎችን ያሳልፋል።
* የጂፒኤስ እና የኮሙኒኬሽን መሳሪያዎች (GPS and Communication Units):
በእያንዳንዱ የህዝብ ትራንስፖርት ተሽከርካሪ (ባቡር፣ አውቶቡስ፣ ሚኒባስ) ላይ የሚገጠሙ የጂፒኤስ መከታተያዎች እና የኮሙኒኬሽን መሳሪያዎች።
* ዲጂታል የመረጃ ሰሌዳዎች (Digital Info Boards): በየተርሚናሉ እና በዋና ዋና መቆሚያዎች ላይ የሚተከሉ የተሽከርካሪዎችን መድረሻ ጊዜ፣ መስመሮችን፣ እና የጉዞ መርሐግብርን የሚያሳዩ ዲጂታል ስክሪኖች።
* የዲጂታል ክፍያ ስርዓት መሰረተ ልማት: የካርድ አንባቢዎች፣ የPOS ማሽኖች፣ እና የመረጃ አውታር (network) በየተሽከርካሪው እና በየመሸጫ ጣቢያው ላይ።
2. የፊዚካል መሠረተ ልማት (Physical Infrastructure)
* ዘመናዊ ተርሚናሎች እና መጠለያዎች ከላይ እንደተጠቀሰው፣ በቂ መቀመጫዎች፣ የዝናብ እና ፀሐይ መከላከያ ጣሪያዎች፣ እና የብርሃን አገልግሎት ያላቸው መጠለያዎች። በተጨማሪም በመጠለያዎቹ ላይ ዲጂታል የመረጃ ሰሌዳዎች እና የዲጂታል ክፍያ ጣቢያዎች ሊኖሩ ይችላሉ።
* የልዩ የትራንስፖርት መስመሮች (Dedicated Bus Lanes):
ለአውቶቡሶች እና ለባቡር ብቻ የሚውሉ መስመሮችን መዘርጋት። ይህንን ለመተግበር የጎዳና ላይ ምልክቶች የተለየ ቀለም ያለው አስፋልት፣ እና አስፈላጊ ሆኖ ሲገኝ የአጥር ክፍፍሎችን መጠቀም።
* የትራፊክ ማመቻቸት መሰረተ ልማት:
ለህዝብ ትራንስፖርት ቅድሚያ የሚሰጥ የትራፊክ መብራት ስርዓት (Smart Traffic Signals)፣ ይህም አውቶቡሶች በቀላሉ እንዲንቀሳቀሱ ይረዳል።

* ከፍተኛ አቅም ያላቸው አውቶቡሶች (Mass Transit Fleet): ከፍተኛ ቁጥር ያለው ተሳፋሪ በአንድ ጊዜ መጫን የሚችሉ፣ ዘመናዊ፣ አስተማማኝ እና ለአካባቢ ተስማሚ የሆኑ ትልልቅ አውቶቡሶች።
* ለአካል ጉዳተኞች ተደራሽ የሆኑ ተሽከርካሪዎች: ሁሉንም የህብረተሰብ ክፍሎች ግምት ውስጥ ያስገቡ አውቶቡሶች።
4. የፖሊሲ እና ተቋማዊ መሰረተ ልማት
* የጊዜ ሰሌዳ እና የክትትል ደንቦች:
ትራንስፖርትን በጊዜ ሰሌዳ የመምራት እና የተሽከርካሪዎችን እንቅስቃሴ የመቆጣጠር ደንቦች።
* የትብብር ስምምነቶች: መንግስት እና የግሉ ዘርፍ በትራንስፖርት ዘርፍ ላይ በጋራ የሚሰሩበት ስምምነቶች።

ለአፍሪካ ሕብረት ስብሰባ አዲስ አበባ የሚገኘው የዩጂ ኡጋንዳ (UG Uganda) ጋዜጠኛም የጄኔራሉን መልእክት በማጠናከር ዝርዝር መረጃዎችን አጋርቷል። ከተማዋ ከ130 ዓመታት በላይ ዕድሜ ቢኖራትም፣ ላለፉት ዓመታት ለነዋሪዎቿ በቂ የሆኑ መሠረተ ልማቶች እንዳልነበሯት ያስታወሰው ጋዜጠኛው፤ አሁን ግን በከተማዋ እየታየ ያለው ለውጥ "ከአድናቆት በላይ" መሆኑን ገልጿል።
በአጭር ጊዜ ውስጥ የተከናወኑ ዋና ዋና ሥራዎች፦
* 240 ኪሎ ሜትር የሚሸፍን አጠቃላይ አዲስ የመሠረተ ልማት ዝርጋታ።
* 48 ኪሎ ሜትር አዲስ የአስፓልት መንገድ።
* 96 ኪሎ ሜትር ለእግረኞች የተመቸ መሄጃ መንገዶች።
* 100 ኪሎ ሜትር የብስክሌት መስመሮች እና 5 የሩጫ ትራኮች።
* 48 ዘመናዊ የአውቶቡስና የታክሲ ተርሚናሎች።
* 4 የመሬት ውስጥ የእግረኛ መሻገሪያዎች።
ይህ ታላቅ የከተማ ለውጥ ለኡጋንዳዋ ዋና ከተማ ካምፓላ እንደ ትምህርት የሚወሰድ መሆኑን የጠቀሰው ጋዜጠኛው፤ "ጄኔራል ሙሁዚ ይህንን አስደናቂ ሥራ በካምፓላ መድገም ይችሉ ይሆን?" የሚል ጥያቄንም ሰንዝሯል።

የኮሚሽኑ መልዕክት:
አሁን ላይ 300 ሚሊዮን አፍሪካውያን የንጹህ ውሃ አቅርቦት ችግር ያለባቸው ሲሆን፤ ይህንን ለመፍታት የ30 ቢሊዮን ዶላር ክፍተት አለ። ኮሚሽኑ አገራት ይህንን ክፍተት ለመሙላት የውጭ እርዳታን ከመጠበቅ ይልቅ፤ ኢትዮጵያ በህዳሴው ግድብ እንዳደረገችው የአፍሪካን 4.6 ትሪሊዮን ዶላር የሚገመት የተፈጥሮ እና የገንዘብ ሀብት (Assets) ጥቅም ላይ ማዋል እንዳለባቸው አሳስቧል።
ይህም የአፍሪካን የልማት ፕሮግራም (PIDA) ለማፋጠን እና የአጀንዳ 2063 ራዕይን ለማሳካት ወሳኝ እርምጃ ነው።
